Jakarta, CNBC Indonesia-The government of President Joko Widodo or Jokowi ensures that all honorary employees will be appointed as Government Employees by Agreement (PPPK) in 2024. This certainty of appointment is mainly carried out for former THK II honorary staff, aka those who are registered in the National Civil Service Agency (BKN) database.

“For non-ASN personnel, former THK II, completion in 2024,” said the Minister for Apparatus Empowerment and Bureaucratic Reform (PANRB) in the 2024 ASN Procurement Preparation Coordination Meeting, in Jakarta, Thursday (14/3/2024).

Because of this, Anas hopes that all ministries, institutions and regional governments will immediately complete the formation proposals regarding the selection of ASN Candidates for 2024. He said that the appointment of non-ASN personnel to PPPK will be carried out through the CASN mechanism.

“For non-ASN who have been registered with BKN it will definitely be completed this year,” he said.

Anas said that if an error occurs in data collection at BKN, the honorary staff can protest. According to him, protests can be submitted directly to the respective ministries and regional governments.

“If there are data errors, please go to the respective regional government, because the data that has been submitted to us has been signed by the regional head,” he said.

Apart from that, he said BKN would also carry out verification and validation of the former THK II database. Verification and validation are carried out to ensure that the data regarding the former THK II is correct.

He said that even if there were errors or indications of fraud in the appointment later, his party could revoke the appointment. “If there is a mistake in the appointment of a permanent or part-time PPPK, then midway through the process the NIP will be revoked,” he said.

As is known, the government is opening CASN selection with a total of 2.3 million formations in 2024. A total of 1.7 million formations will be focused on solving the problem of honorary personnel in Indonesia. This number is adjusted to the estimated total honorary staff currently available throughout Indonesia.

The problem of honorary staff emerged after the government removed the existence of this type of employee from the government. It is feared that this elimination will cause honorary staff to be subject to mass dismissal.

Therefore, resolving the problem of honorary staff is one of the mandates of Law Number 20 of 2023 concerning ASN. The government has been given a deadline to resolve this honorary issue no later than December 2024.

The government will solve this honorary problem by appointing honorary staff to PPPK. The government has also prepared an alternative for appointing honorary staff to part-time PPPK, when the appointment of PPPK is still not possible.
