Quito. The government of Ecuador on Monday appointed Sariha Moya as the new interim vice president to replace Verónica Abad, who was sanctioned over the weekend and suspended from duty without pay for 150 days.
The government specified in a statement that “in application of article 150 of the constitution… the presidency of the republic” appointed the vice president in charge.
That article states that “in the event of the temporary absence of the person who exercises the vice presidency of the republic, the replacement will be the minister of State designated by the presidency.”
The new official should remain in that position for five months, the same time as Abad’s suspension and just one month before the inauguration of the new government in Ecuador, which will emerge from next year’s general elections and whose first round is scheduled for February. .
In a message recorded from Turkey, Abad said on Monday that “after so many attacks against me by President Daniel Noboa and his ministers… I denounce that they have once again carried out a gross violation of the constitution and Ecuadorian laws with an administrative summary not applicable to officials elected at the polls.”
Abad was suspended on Saturday for unjustified abandonment of her duties in accordance with a sanction imposed on her by the Ministry of Labor of the Andean country. The measure indicates that the vice president committed a “serious misconduct” for which she must serve the suspension, including Saturdays and Sundays, without pay.
The vice president was accused by the Foreign Ministry before the Ministry of Labor for not having complied with the order to travel on September 1 from Israel – where she served as an ambassador designated by the president – to Turkey due to the war conflict facing the first country. . Abad arrived in Ankara eight days later.
Abad justified himself by arguing that the trip to Turkey was not “properly prepared” and that abuses were committed because the government suggested “that I leave my children in Israel to go to Turkey alone.” He also added that his dismissal was sought to “avoid the presidential succession” in reference to the fact that President Noboa ran as a candidate for re-election in the elections next February and to campaign he must delegate the position to the vice president.
The suspended vice president added on Monday that “they intend to disqualify me for five months and for an offense not committed, without any proof, with the sole objective of preventing me from assuming the presidency of the republic when the candidate president enters his campaign.”
In that sense, the lawyer and former legislator Ramiro Aguilar told The Associated Press that “the two resolutions of recent days, the suspension of the vice president and the appointment of the new one, are spurious acts whose value is de facto” before which the The Assembly and the judges must take action to expose “this null act.”
He highlighted that “there is an arrogation of the functions of the Minister of Labor who suspends Vice President Abad elected by popular vote and there is an arrogation of the functions of the lady who assumes the vice presidency.”
Abad and Noboa have not had a good relationship since before assuming power, for reasons that have not yet been made clear. Noboa has called her “disloyal.”
Saturday’s sanction is the second against Abad, who last Tuesday was fined $8,500 by the Contentious Electoral Court of Ecuador for campaigning early for elections in 2023, when she was a candidate for mayor of the city of Cuenca, the third of the country.
For this and other actions, Abad denounced President Noboa and three government officials, including Foreign Minister Gabriela Sommerfeld, for allegedly committing acts of gender-based political violence against him. On Friday, the hearing was held before the court that will resolve the action in the coming days.
Political gender violence is considered a “very serious” electoral offense in Ecuadorian legislation and is punishable by a fine, dismissal and/or suspension of the rights to political participation for up to four years.
