Government insists on speeding up to move the nation’s capital

Transfer The nation’s capital from DKI Jakarta to East Kalimantan is just waiting for the discussion on the realization. The government has sent a presidential letter (surpres) regarding the Draft Law on the State Capital (RUU IKN) to the DPR on September 29, 2021.

The letter was submitted directly by the Minister of State Secretary Pratikno and the Head of the National Development Planning Agency (Bappenas) to the Chairperson of the DPR, Puan Maharani.

Puan claims parliament is in line with the government to move the capital. According to him, it is natural to move the capital city of the country because many countries have done the same thing.

In the draft IKN bill, the government plans to start moving the capital city from DKI Jakarta to East Kalimantan in about two years. In Article 3 paragraph (2) of the regulation, the relocation of the capital city will take place in the first semester of 2024.

The government has formed the IKN Infrastructure Development Task Force, although the IKN Bill has just been discussed with the DPR. The Director General of Human Settlements of the Ministry of Public Works and Public Housing (PUPR) was appointed as the head of the Task Force.

The new capital city project is also included in the 2022 priority program as stipulated in Presidential Regulation Number 85 of 2021 concerning the Government’s 2022 Work Plan. The government has even budgeted IDR 510.79 billion for next year.

However, the government’s desire has drawn criticism from a number of parties. A member of the Indonesian House of Representatives from the PKS faction, Bukhori Yusuf, said that the discussion of the IKN Bill was not a priority at this time. He did not want the discussion of the legal umbrella for the new capital city to be forced.

According to Bukhori, relocating the capital city is not a solution to all the problems currently occurring in Indonesia. Especially in the midst of a sluggish economy due to the Covid-19 pandemic.

“The government must also use common sense and a good attitude wise or wise to address all problems, especially the relocation of the national capital. The question is whether it is our priority, especially when the country is experiencing a serious contraction related to economic problems,” said Bukhori.

Member of the House of Representatives from the Democratic Party faction Herman Khaeron said the momentum of moving the country’s capital city from Jakarta to East Kalimantan was not right because at this time the social and economic foundations of the community were collapsing due to the Covid-19 pandemic.

According to Herman, the government should be able to see priorities in development that are related to the country’s capabilities. On the other hand, people are in need of assistance from the state to revive their economy.

“The economy is growing minus, the people are struggling,” Herman said when contacted CNNIndonesia.com some time ago.

Member of the Special Committee (Pansus) for the IKN Bill from the PKS Faction Hamid Noor Yasin criticized the government for still insisting on moving the capital city in the midst of the Covid-19 pandemic.

Hamid said the government’s target of moving the nation’s capital from 2024 was unrealistic. According to him, the land conditions for the new capital cities in North Panajam Paser and Kutai Kartanegara are still in the form of wilderness.

“The infrastructure has not been well prepared, when we will move there in 2024 in the first semester or in March, it will be like simsalabim, like there are Bandung Bondowoso troops,” Hamid said in an online discussion, Friday (17/12) .

Minister of National Development Planning Head of the National Development Planning Agency (PPN/Bappenas) Suharso Monoarfa said the relocation of the new state capital will be carried out in stages.

Suharso said the government would not imitate Sangkuriang or Bandung Bondowoso in the mega project.

“Physically, there are phases to the transfer of IKN, here we mention 2022 to 2024, 2025 to 2035, 2035 to 2045, and 2045. on work. So there are steps. We are not inviting or reviving Sangkuriang, we are not inviting Bandung Bondowoso back, no,” said Suharso.

Indef economist Nailul Huda believes that relocating the capital should not be included in the priority scale next year. Huda asked the government to focus on handling the Covid-19 pandemic by increasing the National Economic Recovery (PEN) budget which will drop drastically next year.

“The government seems to prioritize IKN development over handling the pandemic. If we look at the government, which may turn a blind eye, turn a blind eye to observers, and economists who say we don’t need to move IKN,” said Huda.

The Ministry of Finance (Kemenkeu) only allocates a budget of Rp. 414 trillion for the 2022 PEN program. The figure is down 44.4 percent from the 2021 PEN budget which reaches Rp. 744.77 trillion.

The National Development Planning Agency (Bappenas) revealed that the total funds needed to move the capital city are around Rp. 486 trillion and 54 percent of which will be met using a government-business partnership (PPP) scheme.
