The Government has approved the Cabinet of Ministers’ draft order prepared by the Ministry of Environmental Protection and Regional Development (VARAM), which envisages increasing the amount of funding to ensure coverage of local government expenses until November 2023, incurred and planned, providing support to the civilian population of Ukraine. Thus, the total amount of funding from the state budget program “Financing for the implementation of the measures specified in the Law on the Support of Civilians of Ukraine” has been determined, which does not exceed 32,152,527 euros.
The draft order of the Cabinet of Ministers (MK) developed by the Ministry1 necessary in order to provide compensation to local governments for expenses incurred and planned for the period from July to November in 2023, providing support to Ukrainian civilians, including provision of accommodation and meals (providing primary support, as well as compensation to individuals and legal entities for housing Ukrainian civilians and municipalities for making improvements in municipal buildings), ensuring social support, providing education, supporting the application of administrative services, ensuring the operation of single coordination points for the support provided by the state and municipalities.
In accordance with the Law on the Support of Civilians of Ukraine, the Cabinet of Ministers decides on certain amounts and costs of support2. In order to organize a timely and simplified process of payment of expenses for local governments, a draft of the order of the Cabinet of Ministers was approved, which determines the maximum necessary amount of funding for the provision of support in 2023. The order of the MK provides for the Ministry of Finance to grant VARAM funding, which does not exceed 32,152,527 euros, in order to compensate local governments for relevant expenses once a month.
As previously reported, local governments provide considerable support to Ukrainian civilians and VARAM, in accordance with the orders of the Ministry of Finance, has already transferred financial resources to local governments for the period from January to July 2023 in the amount of 20,652,065.04:
for assistance in the field of social support – 12,967,583.90 euros, for assistance in the field of education – 3,362,670.28 euros, for assistance in the field of catering – 441,761.15 euros, for assistance in the area of accommodation – 2,855,561.26 euros for the used funding for measures of application for public administration services and registration of natural persons – 6,084 euros, for the improvements made in municipal buildings to ensure accommodation of Ukrainian civilians – 1,017,797.21 euros, for ensuring the operation of unified coordination points for support provided by the state and municipalities – 607.24 euros.
