Swelling project debt Jakarta-Bandung Fast Train will be guaranteed by the Indonesian State Revenue and Expenditure Budget (APBN). This has been stated in Minister of Finance Regulation (PMK) Number 89 of 2023 concerning Procedures for Implementing Government Guarantees to Accelerate the Implementation of Fast Train Infrastructure and Facilities between Jakarta and Bandung.
So what about the resilience of the APBN by guaranteeing the Jakarta-Bandung Fast Train debt? Head of the APBN Policy Center, Fiscal Policy Agency (BKF), Ministry of Finance, Wahyu Utomo, said that this had been well taken into account by the government from the fiscal side to the regulations.

Moreover, according to Wahyu, the project Jakarta-Bandung Fast Train is also a national priority, so of course the state is present to encourage the continuation of the project. “So far, this has become part of the national priority, of course we are encouraging it from a fiscal perspective,” he continued.
For information, Minister of Finance Regulation (PMK) Number 89 of 2023 concerning Implementation Procedures for Providing Government Guarantees to Accelerate the Implementation of Fast Train Infrastructure and Facilities Between Jakarta and Bandung is effective when it is promulgated, namely 11 September 2023.
Minister of Finance Sri Mulyani Indrawati opened up about the government’s reasons for guaranteeing debt for the Jakarta-Bandung Fast Train project. Guarantees are provided as a step to handle this occurrence cost overrun or the rising costs of the fast train project.
He said that Presidential Decree 93 of 2021 concerning the Acceleration of the Implementation of Fast Train Infrastructure and Facilities between Jakarta and Bandung also explained that debt guarantees for the fast train project were allowed.
“Like the fast train, Presidential Decree 93 has been regulated, it says there is a guarantee, because that’s where it happens cost overrun. Able to cost overrun has also been audited by BPKP and BPK. There are treatment recommendations there cost overrun,” said Sri Mulyani when met at the DPR Building, Central Jakarta, Tuesday (19/9/2023).
