Government Fails to Compensate Local Officials for Saemangeum World Scout Jamboree Emergency Duty

It was confirmed that when the government closed the Saemangeum World Scout Jamboree camp early last August and dispersed participants across the country, it did not separately pay allowances to local public officials who were on emergency duty. The government compensated for the expenses that local governments spent on lodging and food for jamboree participants, but excluded civil servant labor costs from the scope of compensation, leaving local governments to bear the entire burden. According to the data obtained by the Hankyoreh through the office of Rep. Yong Hye-in of the Basic Income Party on the 3rd, in eight cities and provinces where jamboree participants evacuated: Seoul, Gyeonggi, Incheon, South Chungcheong, North Chungcheong, Sejong, Daejeon, and Jeonbuk, public officials were involved in related work. It was found that 9,520 people were mobilized, and 5,811 of them worked overtime, requiring an allowance of 434.1 million won. Previously, the Ministry of Public Administration and Security announced that the Ministry of Gender Equality and Family, the Ministry of Education, and the Ministry of Public Administration and Security will jointly compensate for jamboree participants’ lodging, meal, and cultural experience activity expenses incurred by local governments and universities until the Chuseok holiday. On August 8, when Typhoon Kanun was about to land on the Korean Peninsula, the government issued an emergency evacuation order to jamboree participants and distributed them to eight local governments. The safety and management of experiential activities for participants dispersed throughout the provinces were handled by public officials from each local government. The problem is that the labor costs of civil servants who worked overtime at the government’s request were not included in the central government’s compensation list. Only the expenses incurred by the jamboree participants were settled after the fact, and the allowances of the civil servants mobilized for their evacuation work were passed on to each local government. A local government official said, “As this is an expense that would not have to be paid if there had been no emergency evacuation order for the jamboree, I think it is right for the central government to settle it, just like the expenses incurred by the jamboree participants.” Some local governments also requested the Ministry of Public Administration and Security to compensate for overtime pay. When submitting the jamboree execution details to the Ministry of Public Administration and Security on the 11th of last month, the city of Seoul wrote in the attached official document, ‘Please also consider a plan to preserve overtime pay for employees who were assigned to work for the jamboree members and worked overtime.’ However, the Ministry of Public Administration and Security did not respond to this request from the Seoul Metropolitan Government. An official from the Ministry of Public Administration and Security said, “Initially, we only informed local governments that the government would fully compensate for lodging, food, and experience activity expenses for the jamboree members, but we did not say anything about overtime pay for civil servants.” Some front-line civil servants point out that the government has set a bad precedent. Park Joong-bae, spokesperson for the National Government Employees’ Union, said, “When the Ministry of Public Administration and Security issues a mobilization order, local government officials are the ones running with their hands and feet. “But what happens to the morale of local governments and public officials if they don’t know about the overtime pay that should be included?” he asked.
