The rain in Morocco is more than a blessing, it is a catalyst for national unity and the conviction that our country has “baraka”, even more so in this very crucial religious period for our fellow citizens. The dams are filling, the mountain peaks are covered with snow, the plains are greening and the pastures are multiplying, almost giving us the impression of returning to a period when the change of season had meaning.
Providential, the rains are also for our leaders and the government in particular, which also sees in it a temporary relief of pressure, after long months of tensions with different social bodies on the one hand and the impact of inflation on the purchasing power and morale of Moroccan households on the other hand.
However, because nothing lasts, after the rain will come the good weather and this can be synonymous with burning issues for the government to manage, both in substance and in form. On the side of the parliamentary opposition, for example, a real revolt is being organized, according to information leaked by those who are preparing no less than a motion of censure against the government.
We might as well say it straight away, there is little chance that the opposition, divided as it is, will succeed in gathering the 80 signatures to table the motion and even less likely to obtain 51% of the votes in parliament to pass it. . However, we must see several positive signs of an overall healthy political life where our representatives are active through institutionalized mechanisms, to demand accountability and the consideration of other voices that express themselves.
But the recent organization of almost all opposition party congresses has clearly had the effect of galvanizing their discourse and intentions. Except that, on the merits of the issues, some of the upcoming deadlines require a certain political maturity and a constructive desire to contribute to the debate to achieve a broad and inclusive national consensus.
The government has received in particular the recommendations of the body responsible for studying the next reform of the Moudawana and will logically initiate a parliamentary consultation process for the development of the bill. However, this subject is particularly sensitive and can generate strong societal frictions or even splits in public opinion if the opposition seeks more to play its role as an itch for the government, out of political and electoral opportunism, than out of awareness of the issues raised by the reform, initiated, it must be recalled once again, by the Sovereign.
And, what is worrying in this context and which seems to announce heat waves and long fires to put out for the government, are the proposals already transmitted by certain opposition parties as part of the consultations for this reform. In fact, certain proposals are diametrically opposed to the very meaning of the word reform, since they outright advocate a return to the (few) gains obtained.
Ultimately, beyond the management of water stress, the tourist attractiveness policy, the social reform underway at different levels, SIAM, GITEX and everything that is in the news, the real test of the legislature led by the Head of Government Aziz Akhannouch will be this reform of the Moudawana, eminently political and revealing of the appearance of the Morocco of tomorrow.
