Decreed by the government, all cities with more than 40,000 inhabitants saw their property tax increase by 7.1%. In Occitania the cities of Castres and Tarbes have decided to reduce the tax at the local level, Sète has adopted the opposite position.
Every year, the property tax increases in all cities with more than 40,000 inhabitants. And the increase in this tax is determined according to inflation. In 2023, it stood at 7.1%, a decision of the State and not of the cities. Thereafter, they can decide to modulate, upwards or downwards the taxes, resulting in increasing or decreasing the property tax as a whole.
In 80% of large cities, only the 7.1% increase was applied. And some have even decided to reduce the tax rate, this is the case of Tarbes and of Castres.

It is in Tarbes that the decrease is the most significant with -0.8% reduction in taxes: “the levy rate was very high in Tarbes, which is why we have been lowering it every year for the past four years“, explains Gérard Trémège, mayor of the Republicans.
A decision that weighs in the coffers “between 200,000 and 300,000 euros” less for the municipality according to the mayor.
The city of Castres has also distinguished itself among the 3% of French cities with more than 40,000 inhabitants which have lowered the property tax. Residents benefit from a decrease of 0.6%, thus lowering the overall increase from 7.1% to 6.5%.
Conversely, Sète Agglopôle Méditerranée has chosen to raise its levy rate by 2.90%, bringing the general increase to 10.2%. Interviewed in April 2023 by our colleagues from France Blue Heraultthe president of Sète Agglopôle Méditerranée, François Commeinhes explained: “In life, you have to make choices. Some mayors ask not to increase taxes while they ask for investments for structures in their municipalities.”
The most spectacular increase in France concerns the capital with a total increase of 62.7% in property tax.
