The government in this case the Ministry of Transportation (Kemenhub) allows airlines to charge a surcharge of a maximum of 15% of the upper limit for jet aircraft. Then, for propeller or propeller type aircraft, a maximum of 25% of the upper limit rate.
In this way, the government allows flight ticket prices go up.
The policy is contained in KM 142 of 2022 concerning the Amount of Surcharges Due to Fluctuations in Fuel (Fuel Surcharge) Passenger Tariffs for Economy Class Domestic Scheduled Commercial Air Transport which will be effective starting August 4, 2022.

The application of the imposition of additional fees is optional for airlines or not mandatory. The Ministry of Transportation will evaluate the application of additional fees at least every 3 months.
“As a regulator, we need to establish this policy so that airlines have guidelines in implementing passenger fares,” Acting Director General of Civil Aviation Nur Isnin Istiartono said in a statement, Sunday (7/8/2022).
However, he appealed to all Air Transport Business Entities or airlines serving domestic scheduled flight routes to be able to apply passenger fares that are more affordable for users of flight services. By imposing affordable passenger fares, he said, it will maintain connectivity between regions in Indonesia and the continuity of air transportation services.
“As we know, the people’s purchasing power has not recovered due to the COVID-19 pandemic, but the public’s need for air transportation must still be considered,” said Nur Isnin.
In terms of determining the amount of additional costs, the Directorate General of Civil Aviation seeks to accommodate the interests of all parties with the aim of providing consumer protection and maintaining healthy business continuity.
“Together, let’s contribute and collaborate in the restoration of air transportation. Especially for airlines, to comply with the applicable tariff provisions and maintain the quality of services provided in accordance with their respective service groups,” he explained.
Please note, the amount of the additional fee is higher than the previous policy. Previously, jet type aircraft could apply a maximum of 10% of the upper limit tariff according to the service group of each Air Transport Business Entity. Meanwhile, propeller type aircraft can apply a maximum of 20% of the upper limit tariff according to the service group of each Air Transportation Business Entity.
