Government Announcement: Fourth Batch of Overseas Doctors’ Qualification List

The government announced the fourth batch of overseas doctors’ qualification list, and three more mainland universities made the list, including Sun Yat-sen University, Tsinghua University, and Zhejiang University, and the rest are mainly medical schools in the United Kingdom, the United States, and Australia. Medical and Health Secretary Lu Chongmao pointed out that most medical courses in the Mainland have English components, and the English level is also quite high. The authorities will continue to evaluate whether the relevant courses meet the requirements of Hong Kong.

The Registrar of Doctors, who is concurrently served by the Director of Health, announced the fourth batch of 25 medical qualifications recognized by the Special Registration Committee in accordance with the Medical Registration Ordinance yesterday, increasing the number of medical qualifications recommended by the Notification Committee to 100.

The new list includes 16 British and American institutions

The newly announced list includes 5 mainland universities, among which Sun Yat-sen University, Tsinghua University and Zhejiang University are the first to have programs recognized, and Fudan University and Shanghai Jiaotong University each added two new medical bachelor programs. The rest of the newly recognized programs on the list are 13 from the UK, 3 from the US and 2 from Australian institutions.

After Lu Chongmao attended the exchange meeting in the front hall of the Legislative Council yesterday, when he was asked whether it was the first time that there was an approved course taught in Chinese, he explained that most of the currently approved courses in mainland universities are bilingual, and he also pointed out that most of the courses in mainland medical schools are currently All have English components, and the English level is quite high. The authorities will continue to evaluate whether these courses can meet the requirements. He emphasized that the overall goal is that the standard and quality of the courses should be roughly the same as those of the two medical schools in Hong Kong, so as to ensure that the quality of non-locally trained doctors coming to Hong Kong under special registration is similar to that of locally trained doctors.

The list of the fourth batch of recognized medical qualifications will be gazetted and come into effect tomorrow, and will be submitted to the Legislative Council on the 5th of next month for a procedure of drafting first and then deliberating.

He quoted the response from the Medical and Health Bureau as saying that mainland nurses are restricted by law to come to Hong Kong only in the form of “exchange”. In the future, they may consider amending the law to allow the introduction of mainland nurses.
