The groups of the parliamentary majority, including the National Rally of Independents (RNI), the Istiqlal party and the Authenticity and Modernity Party (PAM), expressed their support for the government’s record. They stressed that government action affected all citizens, respected social justice and equal opportunities, and did not invoke national and international constraints as an excuse, despite the need for exceptional mobilization.
The majority highlighted the government’s successes in managing unforeseen challenges such as the economic and financial repercussions of the COVID-19 pandemic, geopolitical crises, successive years of drought, and managing the effects of the earthquake. The government managed to control the impacts of the pandemic with unprecedented financial and economic measures, to mitigate inflationary pressures, and to support the stability of consumer products by mobilizing 64.1 billion dirhams. The majority groups also welcomed the government’s “profound social policies” at mid-term, including direct social assistance to Moroccan families, the generalization of compulsory health insurance (AMO), family allowances, and the launch direct housing assistance. They noted the efforts for sustainability, governance and the good targeting of these measures.
For their part, the opposition groups, represented by the Socialist Union of Popular Forces (USFP), the Popular Movement (MP), the Party of Progress and Socialism (PPS) and the Justice and Development Party (PJD), recognized certain positive aspects of the government’s record, such as the volume of public investments and the management of water scarcity. However, they warned of the “gaps and dysfunctions” observed during the mid-term.
The opposition stressed that the evaluation of the government record should focus on the real impact on citizens and the respect of the commitments of the government program. They particularly questioned the government’s promises regarding the protection and expansion of the middle class, and the inclusion of significant measures in the Finance Law to support this promise.
Concerning social protection projects, the opposition considered that the government’s successes were mainly “administrative”, calling for ensuring the implementation, financing and sustainability of these measures.
