Golkar Politicians Propose Dissolution of the Ministry of SOEs

Vice Chairman of Commission VII DPR from Faction Golkar, Maman Abdurrahman suggested that the Ministry of SOEs be disbanded. He assesses Ministry of SOEs causing the culture of professionalism to be lost to the point that SOEs never progress.

“Therefore, in response to Mr. Jokowi’s speech, I encourage the Ministry of SOEs to be dissolved and then changed to just an agency or Super Holding whose position is under the Technical Ministry,” said Maman Abdurrahman.

Maman assessed that SOE directors have been more submissive to the Ministry of SOEs because they can remove their positions.

In fact, the technical and operational day-to-day operations of BUMN companies are related to the technical ministries according to their field of work.

“For example, PLN, Pertamina, PGN, INALUM, just ask all the Directors whether they have coordinated with their respective director generals at the Ministry of Energy and Mineral Resources? In fact, they tend to be very different,” said Maman.

Maman said this condition made the SOE directors have a work culture as long as you are happy (ABS). For example, by following the instructions of the Ministry of SOEs regardless of whether it is appropriate or not.

This happened because the directors of state-owned companies were afraid to be removed from their positions.

“They will prefer to be okay with the Ministry of SOEs regardless of whether the SOE ministry’s orders are right or wrong. The tendency is that they will just follow suit, as long as their positions are not replaced,” said Maman.

Reflecting on that, Maman considered that the Ministry of SOEs should be made into a super holding whose position is under the technical ministry.

The main tasks and functions of the super holding will only be limited to coordination, consolidation and synergy between state-owned companies.

“In the future, BUMN directors will be able to work calmly without worrying about the dualism of the two ministries, as well as building professionalism and being oriented to corporate performance,” said Maman.

Previously, President Joko Widodo was disappointed with state-owned companies that seemed not to dare to compete and compete. In fact, he hopes that SOEs will progress more rapidly in this era of technological advancement.

He also did not want BUMN Minister Erick Thohir to provide state capital participation assistance (PMN) to ailing BUMN companies.

“If the minister (SOE) ‘Sir, there is a company like this, the condition is BUMN’, if I go directly, just close it,” Jokowi continued.

In the midst of criticism from President Jokowi, SOE Minister Erick Thohir said the performance of all SOEs was much better in Semester I/2021 compared to Semester I/2020. This is shown by the increase in net profit in Semester I/2021 reaching 356 percent compared to Semester I/2020.

Erick said that the overall financial performance of the portfolio of all SOEs improved significantly in the first half of 2021 when compared to the same period last year.

“Performance in Semester I/2021 increased by 356 percent compared to Semester I/2020. In fact, it is greater than the performance in 2020,” said Erick Thohir in an official statement, Saturday (16/10).
