The victim of the traffic accident with the Okovrastno cow has been contacted Plovdiv24.bgto tell what happened:
“God save me for so long, I narrowly escaped death. I was on my way to work on Tuesday at 6.20pm, in the dark, and I just felt the moment of impact. It was like I ran into some kind of wall. Into the cow, from there – on the balls, 30 meters of drag … good that people stopped and helped me. They pulled me out of the car. The car – nothing more can be done about it, but there is still something about me.
I’m grateful for what you wrote, but I seek your help because no institution responds, everyone just shrugs and does nothing. Neither the Traffic Police, nor the Carabinieri, nor the Municipality, nor the Guarantee Fund. The traffic police say: “You have a protocol.” However, the owner of the cow says: “This cow is not mine.” And it’s not for anyone, because there is no other person there with such a herd. I want to file a lawsuit, but there is no way to file it because the cow has no owner and it becomes a vicious circle and I can’t do anything.
The police have to do their job – find the perpetrator, that’s their job, isn’t it, and hold them accountable. The policeman on duty sent people to look for the farmer, said: “I won’t come because this cow is not mine,” and he did not appear at the place at all. The police report says the cow has an unknown owner and no one is looking for that owner.
A man could have been killed there, not a cow. This is an animal of 500-600 kilograms and nobody takes anything into account, everyone raises their hand and there are no guilty ones. Everything in this country cannot be done with impunity.
I went to the Second Precinct, filed a complaint for investigation, they told me: “Well, we can’t do anything, there are colleagues killed at the border, now you are opening a matter here for a cow” – that was their answer.
I have scars, but I don’t count them. I’m glad I survived, because maybe I wouldn’t have stayed.”
Plovdiv24.bg conducted a full investigation into the cow incident. It turned out that the accident occurred in the territory of the municipality of “Rodopi”. By law, stray animals, such as the cow killed without a mark, are the property of the municipalities. If the injured driver decides to assert his rights, he can sue the municipality of “Rhodopi”, as the owner of the stray cow, as well as the BABH itself, because they have not fulfilled the obligation to affix an identifier to the animal .
The killed animal was taken away after our publication to the echarization with the equipment of the municipality of “Rodopi”. During the on-site inspection by ODBH-Plovdiv, it was established that the cow had no identifier and the inspectors could do nothing, because by law they only perform control functions.
The Food Agency transfers responsibilities to the municipalities, commented Yordan Stavrev, deputy mayor for public order and security in the municipality of Plovdiv. He is adamant that the police are the competent authority which must establish all the facts and circumstances surrounding the accident. In this particular case, the killed cow is under investigation and the police must find out whose ownership it is.
