Jakarta CNBC Indonesia – The Government through the Downstream Oil and Gas Regulatory Agency (BPH Migas) hopes that the plan to limit the purchase of Pertalite Fuel Oil (BBM) under the criteria can be implemented in the near future.
This follows the revision of the Presidential Regulation (PERPRES) Number 191 of 2014 concerning the Supply, Distribution and Retail Prices of Petroleum Fuel (BBM), including the technical instructions for the purchase of subsidized fuel and the assignments that should be completed in January-February this year.
“I think there are so many aspects to consider. So the review of Perpres has to wait check repeat, materially, essentially what is regulated therein. We have discussed this with interested parties. We hope this January-February will be released,” BPH Migas member Saleh Abdurrahman told CNBC Indonesia on Monday (9/1/2023) at the Energy Corner.
According to Saleh, the review process of Perpres himself has essentially been completed. However, his party still awaits the approval of President Joko Widodo for the immediate implementation of the regulation.
“So basically it is clear, but obviously the President has his own considerations with various aspects. So it’s good that we look forward to the release of Perpres, that’s all I can answer,” he said.
Previously, RI DPR Commission VII had asked the government to immediately issue the revision of the PERPRES. The reason is that this revision is necessary so that the subsidies allocated to the poor are not enjoyed by the rich.
Commission VII DPR RI Deputy Chairman Eddy Soeparno said his party supports the revised regulation because subsidized fuel has not met its target so far. Since April 2022, he said, the DPR has asked the government to immediately review the Perpres by detailing the conditions for those who can buy subsidized fuel.
“That means it’s detailed which groups of people are eligible to receive subsidized fuel, and it’s not complicated,” Eddy said.
Eddy admitted he doesn’t know why the government hasn’t finished revising subsidized fuel rules. Furthermore, according to him, there is only one article to be clarified on the criteria for using subsidized fuel.
“In article 13 paragraphs 1 and 2 it is indicated in detail who each one is. Later in the annex the types of vehicles that are entitled to it will be mentioned, for example motorcycles of 250 cc and above not authorized, four-wheeled vehicles 1,500 cc and above they have no right,” he said.
In addition to this, he also said that he had received information that the revised Perpres project had been submitted to the Secretariat of the Ministry of State. However, he doesn’t know why the draft didn’t make it to President Joko Widodo’s desk.
“It is a big question mark. They say it is ready, the draft is already in the Secretariat of State, but perhaps it is still waiting to be brought to the president to be signed and ratified. We emphasize that the greater the delay, the longer we have a legal umbrella, the heavier our burden will be,” Eddy said.
