Jakarta, CNBC Indonesia The government, in this case the Ministry of Energy and Mineral Resources (ESDM) emphasized that it had finalized the concept of buying subsidized fuel oil (BBM) to make it more targeted.

If the concept is approved, later on, the concept will be regulated in the revision of Presidential Regulation (Perpres) Number 191 of 2014 concerning the Provision, Distribution and Retail Selling Price of Oil Fuel (BBM) along with the technical instructions for purchasing Pertalite.

However, the Perpres revision is currently still in the finalization process. “We have sent the concept. The concept has been sent. If it’s in approve issue regulations,” said the Minister of Energy and Mineral Resources, Arifin Tasrif when met at the DPR Building, Tuesday (24/1/2023).

As previously known, vehicles that were still allowed to buy Pertalite were cars with engine criteria below 1,500 cubicle centimeter (cc). “What is clear is that we will see that certain classes can use quality fuel,” said Minister Arifin.

Currently, PT Pertamina (Persero) through PT Pertamina Patra Niaga has imposed restrictions on filling subsidized fuel, particularly for the purchase of subsidized diesel fuel.

Pertamina requires subsidized Solar consumers to register in advance for the Right Subsidy program on the MyPertamina website/application. This restriction is only in the form of a trial in 34 cities/districts.

For consumers who have not been registered, the purchase of subsidized Solar will be limited to a maximum of 20 liters per day. “Well, for you non-registered consumers, now there are new provisions! The maximum limit for refueling is 20 liters per day, okay! However, the location will be expanded to 34 cities! The Downstream Oil and Gas Regulatory Agency (BPH Migas) hopes that the plan to limit the purchase of Pertalite fuel according to the criteria can be implemented in the near future or February 2023.

“I think there are indeed many aspects that must be considered. So the revision of the Perpres must wait for it to be re-checked, materially, in substance what is regulated there. We have discussed that with stakeholders. Our hope is that this January-February will be published,” he said Member of BPH Migas Saleh Abdurrahman to CNBC Indonesia in Energy Corner, Monday (9/1/2023).

According to Saleh, the process of revising the Perpres itself has substantially been completed. However, his party is still waiting for President Joko Widodo’s approval to immediately implement the regulation.

“So in substance it is clear, but of course the President has his own considerations with various aspects. So it’s good that we wait for the Perpres to be published, that’s all I can respond to,” he said.
