The mass murder is seen as the forgotten genocide of the twentieth century. Tens of thousands of people were murdered and 80 percent of the Herero and Nama minority were expelled or exterminated.
The discussions involved representatives of both communities. The negotiations took a long time because it was initially not clear whether the actions of the German military could be regarded as genocide, since the international law that now applies did not yet exist at the beginning of the last century. Another point of contention concerned the amount that Germany was prepared to pay.
It has been agreed that the 1.1 billion that Germany makes available will mainly benefit the Herero and Nama minority.
State visits
Namibian media report that Federal President Steinmeier will visit Namibia this year to apologize on behalf of Germany for the actions of German troops.
A visit by Minister Maas of Foreign Affairs to the Namibian capital Windhoek is also on the agenda. There, the agreement between the two countries will be officially signed.
