Germany Collects Reports of War Crimes in Ukraine: BKA Investigation and Assistance in Ukrainian Crime Investigations

The Federal Office for Criminal Affairs of Germany (BKA) collected 337 reports of war crimes in Ukraine by mid-April. The newspaper reported Welt with reference to the government’s response to a request from Bundestag member Günther Krings.

The BKA interviewed about 90 witnesses to war crimes. Of these, two-thirds are refugees from Ukraine who came to Germany. The BKA also spoke with German citizens who took part in the hostilities on the side of Ukraine.

According to Welt, the BKA provided technical assistance to Ukraine in the investigation of crimes. The agency sent funds for fixing traces and documentation, cars and equipment in the amount of more than €11.5 million. In addition, the German government conducts consultations for Ukrainian law enforcement agencies. Since the beginning of the military conflict, representatives of the Prosecutor General’s Office of Ukraine have come to Berlin several times to negotiate with German investigators.

According to the BKA, Germany launched an investigation into war crimes in Ukraine in March 2022. Then the investigators focused on the events in the Kyiv suburb of Bucha and the shelling of civilian vehicles.

On March 17, the International Criminal Court issued an arrest warrant for Russian President Vladimir Putin and the country’s children’s ombudsman, Maria Lvova-Belova. According to the warrant, they are “allegedly responsible for war crimes related to the illegal deportation of the population (children)” from the territory of Ukraine.
