The German government has approved a bill that should make it possible to use cannabis in the private sphere. If parliament also agrees, Germany will be among the countries with the most flexible cannabis laws in Europe.
Adult Germans will soon be allowed to carry up to 25 grams of cannabis if it is up to the government. They are also allowed to have a maximum of three cannabis plants in their home.
Health Minister Karl Lauterbach called the move “a turning point in the failed cannabis policy”. The plan was first to introduce dedicated cannabis shops, but that is not happening.
Instead, special associations – so-called cannabis clubs – are intended to sell the products. Those clubs will have a maximum of 500 members and must take strict security measures to keep the drugs out of the hands of third parties.
Germans are not allowed to smoke the cannabis in or around the clubs. Smoking in the vicinity of schools and playgrounds is also not allowed.
Critics fear more drug nuisance
Lauterbach hopes that the law will relieve the legal system and give criminals a significant financial blow. But there is also criticism. Some worry that drug use is on the rise. Critics also fear that the police and judiciary will be burdened with more work by the plans.
It is not yet clear when parliament will make a decision on the law.
