Habiburokhman even suspected that what Mahfud MD revealed was actually his proposal to the President and could be Mahfud MD’s evil plan.
Because he said that when the draft DKJ Bill was submitted, Mahfud MD was Coordinating Minister for Political, Legal and Security Affairs who was the government’s representative in discussions in the DPR.
“We don’t understand the basis used by Prof. Mahfud to give his assessment. Because he is also in the government and really understands the flow of legislation formation,” said Habiburokhman in the Peeling of the Special Jakarta Regional Bill on Metro TV, Saturday (2/ 4/2024).
According to Habiburokhman, the DKJ Bill has not been discussed at all and if there is controversy in society, please just convey it.
“Well, where does the trick come from? I don’t understand. Moreover, if you refer to the government’s statement via Minister Azwar Anas and Jokowi themselves, they said that they agreed that the Governor of DKI would be directly elected. That’s a direct and straightforward statement, you know,” he said.

Therefore Habiburokhman asked what was the basis for Mahfud MD stating that there was the potential for a female President in the election for Governor of DKI Jakarta.
According to Mahfud, there are contents in the DKJ Bill that are deceptive so that later the Governor of Jakarta will be given 2 names by the DPR and submitted to the President to choose one name.
“In fact, we asked Prof. Mahfud, what is the basis for this? This law is a DPR initiative, yes. All laws will be discussed by an appointed commission or Special Committee or Baleg,” he said.
“So, in this discussion, all political parties in the DPR have the right to convey their own arguments and attitudes,” he said.
According to Habiburokhman, the debate about the Governor of Jakarta will actually end in January 2024.
“This emerged in December. In January, it was confirmed by the President, through Minister Azwar Anas, and through the President himself that he agreed that the Governor of Jakarta would be directly elected,” he said.
In fact, Habiburokhman said, Gibran Rakabuming, President Jokowi’s son, also prefers that the Governor of Jakarta be elected through direct election.
Because of this, Habiburokhman admitted that he had never heard of any issue or proposal as said by Mahfud MD, that in the future the Governor of Jakarta would choose two names by the DPR to be submitted to the President who would appoint one of them directly.
