GERB Withdraws Support for Draft Law on Offshore Wind Turbines in Bulgarian Waters: Party Leader Borisov Announces

GERB will withdraw its support for the draft Law on Energy from Renewable Sources in Maritime Spaces, which has caused strong and diverse opposition. This was announced by party leader Boyko Borisov. The project envisages the construction of wind turbine parks in the Bulgarian waters of the Black Sea – an idea that was unanimously opposed by the fishing industry, the hotel and restaurant industry, and strong reservations were expressed by all possible state institutions.

The project was actually submitted by MPs from four parliamentary groups, among whom were Ivaylo Mirchev (PP-DB), Delyan Dobrev (GERB-SDS), Ramadan Atalai (DPS) and Grozdan Karadjov (ITN). It passed the first reading through the plenary hall, where it received the approval of the ruling majority. The backlash against him then grew even more violent, with protests even threatened. Supporters of the initiative failed in their attempt to convince the public and interest groups that offshore wind turbines were a good thing – in early February this year. a round table was held in the parliament, organized by “Yes, Bulgaria” (one of the parties in the PP-DB, to which Ivaylo Mirchev belongs, considered the leading proponent of the project – note), which became an arena of terrible discord. However, the urban right continued to defend the initiative.

Today Borisov met in Varna with representatives of restaurateurs and hoteliers. These are industries that his party has traditionally supported, such as firmly supporting the retention of the 9 percent VAT rate for establishments. They announced to him that they support the implementation of “green” energy capacities, but categorically reject the idea of offshore wind farms. The head of the restaurant association, Richard Alibegov, complained to him that Mirchev ran away from the round table where they were supposed to discuss the case.

Borisov authoritatively spoke to his audience about energy – about the Batashka hydroelectric road, about the Chaira Pavement Plant, about the future new reactors of the Kozloduy NPP. He explained that he was not well acquainted with the bill until recently. “In the so-called assembly, we support each other, and that is why we supported these fins in the first reading, because, at first glance, if they are 20 km inside the sea, they cannot be seen, they cannot be heard. When I got to know in detail about how much power it’s a question, and at the same time putting entire sectors at risk is not worth it at all,” stated the leader of GERB. Without its parliamentary group, the bill has no chance of passing through the plenary chamber for a second reading.

Then he defended today’s decision of his party to vote in the parliament to select the company “Hyundai” as the only potential builder of the new nuclear reactors. “The builder is a state within the state – a huge company where there can be no corruption. That’s why we stuck it in a decision of the parliament, to be sure,” explained Borisov. After that, he recounted the accusations of the deputies of GERB-SDS and DPS to PP-DB, that the right-wingers appointed a State Security agent in the management of the company that deals with the new nuclear facilities. Here it becomes clear that, in fact, the withdrawn support for wind turbines is not only a bow to hoteliers and restaurateurs, but also a punishment for the right, with whom it is impossible to understand the distribution of power.

POPULAR UNREST

Those present were excited about the topic, which Borisov wanted to finish quickly. One of the fishermen explained to him at length about the problems that generators create for fishing. Another guest reprimanded Borissov for continuing to support PP-DB, which proposed the bill in question. “This is already politics. It’s not your job. It’s my job to come and say that there will be no fins in the sea,” snapped the Gerber leader.

It turned out that among those present there were people of “Vazrazhdane” who made a noise, the others present also shouted at each other. “69 votes will not vote for this law. I promise you that,” Borisov said soothingly to someone in the audience. Another complains to him about the situation in Valchi Dol. The leader of GERB asked him which party the mayor was from and, realizing that he was non-partisan, exclaimed: “Well, why did you choose non-party, so you’re asking me! Let’s be serious!”

This caused an exchange of lines with the audience, from which nothing could be understood, except that GERB would no longer support the bill. The last thing heard from the live broadcast of the meeting was Borisov, who addressed someone in the audience with the words “Great haircut”.
