BSP LEFT BULGARIA criticized the changes proposed by GERB in the Road Traffic Act. The MP from the left, Georgi Svilenski, said that with these changes, it is possible to concession parking, which in big cities is “the sweetest and most profitable activity”. “We have always been for this – that there should be order in parking, that there should be clearly regulated rules, but that they should be legal, such that the citizens of the capital city would know under which ordinance they were sanctioned, according to which ordinance their car was towed,” the socialist continued. According to him, the biggest problem with this – be it a fee or a price – concerns the Metropolitan Municipality. He contested the proposition that the parking fee would not be increased. “At the moment it is a fee and it is cost-oriented, and in the Municipality of Sofia every year the Center for Urban Mobility proves that the fee is BGN 2. Now, when it becomes a price, it means that we have a commercial activity. And when we have a business, there should probably be a profit. In order to make a profit, the price cannot be BGN 2 – it can be BGN 2 and 5 cents, but it cannot be BGN 2,” Svilenski explained. According to him, either the amount that has been collected so far is a lie or from now on there is no way it will be two BGN. He explained that in order to carry out such commercial activity on public-municipal property, it will most likely happen through a concession. “If we are concerned about municipal property, let’s make such a text about parking and collection – so that the revenues go to the municipality,” the deputy also said.

Regarding the proposed fine of BGN 200 for parking in green areas, parks and sidewalks, Svilenski asked if there would also be fines for the municipalities that did not provide a parking space. “We cannot immediately impose a fine of BGN 200, in small towns this is almost one salary,” the socialist said.

BSP LEFT BULGARIA voted against these changes.
