“The project of the Law on the Management and Functioning of the National Security Protection System can easily be used as an illustrative example of the way the ruling majority works. A lot of noise, tall tales, promises and finally nothing”. This was stated from the parliamentary rostrum by the deputy chairman of the PG of the BSP LEFT BULGARIA and the spokesperson of the National Assembly of the BSP Atanas Merdzhanov. According to him, the phantom draft law is words without content and regulations without norms. “The mountain stretched and gave birth to a mouse – this is this law,” said Merdzhanov. “Then why do you say that this law regulates matters of coordination between services, when this is not true. These matters are left for later and they will not be decided by the parliament, but by the heads of services. What is the purpose of the norms then, which we are considering here? Just for filling. And so it is with the other parts of the law.” – commented Merdzhanov.
GERB turned the president into an adviser to the prime minister
Atanas Merdzhanov defined this law as a law for the Security Council of the Council of Ministers. He emphasized that according to the new law, the Security Council meetings will be attended by presidential representatives and they will vote with equal voice with half of the cabinet ministers and service chiefs. “It turns out that the president is becoming an adviser to the prime minister. This degrades the status of the head of state. GERB from a unifier, they have already turned the president into a balancer, and today they are demoting him to an adviser to the prime minister. He probably deserves this”, commented Atanas Merdzhanov. According to him, in the best case, the result of this law will be nothing, in the worst case, it will lead to additional confusion among citizens and demotivation among employees. “I say that about this law, but I could say that about your other policies. Your reformation so far is only words, and when you turn it into legislation, the lack of ideas shines through, confusion ensues, scandals ensue. I ask – how long do you think this theater can last?” Atanas Merdzhanov asked. According to him, the exit of the members of the Council of Ministers from the plenary hall before the end of the debates is also indicative.
Filip Popov: The proposed bill is more of a zoning regulation
“This bill does not correspond to its ambitious title, but is more of a zoning regulation.” This was stated in the plenary hall by the People’s Representative from the PG of BSP LEFT BULGARIA Filip Popov. According to him, such a law should contain at least a description of the interrelationships, mutual control and exchange of information between the agencies, ministries and services related to our national security, their coordination and subordination. “I claim that the proposed bill does not meet the requirements attributed to it with its own title and the requirements for describing and settling a modern modern system and understanding of national security,” Philip Popov concluded.
