Georgian Dream Chairman: Controversial “Russian” Law Will Immediately Come into Force without President’s Signature

The chairman of the ruling Georgian Dream party, Irakli Kobakhidze, said that the scandalous law with amendments to the law “On Meetings and Manifestations”, which the opposition calls “Russian”, will not be given to the president for signature, it will come into force immediately.

According to the leader of the Georgian Dream, the law “on tents” without the president’s signature will come into force immediately.

Parliament passed this law not on the basis of Articles 45 and 46 of the Constitution of Georgia, but on the basis of Article 36. Accordingly, the law without the signature of the president will come into force immediately,” he said.

Article 36 of the Georgian Constitution lists powers of the country’s parliament. It does not contain a single provision that parliament can pass laws on its own without the signature of the country’s president.

The administration of President Salome Zurabishvili has already responded to this development, saying that “frivolous and cynical statements by the parliamentary majority are disrespect for society.”

“As the President of Georgia announced on June 22, 2022, she will use the right of veto in relation to all those laws that contradict the democratic construction of the country and the spirit of the recommendations of the European Union. Accordingly, the President will veto the law “On Meetings and Manifestations”, which restricts freedom of assembly and expression opinions,” the press service of the President of Georgia quotes Interpressnews.

Let us remind you that amendments to the law “On Meetings and Demonstrations” will make it possible to prohibit the installation of both tents and stages for performances during rallies. You can also prohibit the use of devices that amplify sound.

For such a prohibition, it is sufficient to recognize that these structures interfere with the work of government authorities, prevent law enforcement officers from performing their duties, or “pose a threat to participants in the assembly.”

The initiators explain the rush to pass the bill by the alleged need to ensure the security of state institutions and citizens of Georgia, citing a statement by the State Security Service dated September 18 that a certain group of people is allegedly preparing in the country destabilization and unrest according to the “Ukrainian scenario”the ultimate goal of which is to change power by force.
