With an amendment that, as is the government’s custom, was tabled in an unrelated bill, the Adonis Georgiades ND’s plan to privatize it continues unabated YOU, introducing private doctors into public hospitals.
The amendment was submitted on Friday evening to the bill of the Ministry of Social Cohesion and Family for the reform of the program “Housing and Work for the Homeless”, which is introduced for discussion and voting in the plenary session of the Parliament on Great Monday.
The Ministry of (Private) Health enables private doctors to work in the NHS, fully commercializing public health. It is recalled that the Minister of Health on April 12 had momentarily backed down, withdrawing the relevant arrangement of Irini Agapidakis after the fierce reactions in the Parliament.
“I told them if we are going to fight over a reform, a procedural issue, I withdraw it and bring it with an amendment next week,” Adonis Georgiadis had said about the “legal technical improvement” of Irini Agapidakis.
For his part, Pavlos Polakis with his post emphasizes that with a SYRIZA-PS government this regulation will be abolished, as there will be a “multiple bill to cancel all provisions on the sale of Health and Education from private universities, the asylum and the police, to the private project in the NSS, the privatization of water, PPC etc”.
What does the disputed amendment provide?
“Cooperation of private doctors with hospitals of the public health system
1. Private doctors of all specialties may cooperate with hospitals of the public health system to carry out medical procedures, participating in the operation of outpatient clinics, in the performance of diagnostic, therapeutic and interventional procedures beyond regular hours, in accordance with paragraph 1 of article 9 , and to perform surgical operations or other invasive operations that require a stay in the hospital beyond day hospitalization, in accordance with par. 10 of article 9.
2. The private doctors, pursuant to paragraph 1, use, against compensation of the hospital, its infrastructure and equipment, and may cooperate with its medical, nursing and other staff, without disrupting the orderly operation of the hospital . The private doctors are obliged to cover all kinds of expenses of the hospital, resulting from their participation in it, in particular operational expenses and salary expenses and all kinds of compensations of all kinds of personnel.
3. In order to start the collaboration, permission is required from the Governor of the relevant hospital, following the request of the private doctor, and a recommendation from the Director of the Medical Service, taking into account the need to ensure the full-day operation of the hospital.
4. By a joint decision of the Ministers of National Economy and Finance and Health, the terms and conditions of the cooperation of par. 1, the rights and obligations of the collaborating parties, the procedure for granting the relevant license, the procedure and the reasons for its revocation are determined, the criteria and conditions that must be met by private doctors, the terms of use of the infrastructure and equipment of the respective hospital, the terms of cooperation with the staff, the undertaking of the obligation of private doctors to compensate the hospital regarding the use of the infrastructure , of the equipment and all kinds of compensation expenses of its personnel, the procedure, the way and the time of payment of the compensation, the procedure and the control bodies of the correct execution of the cooperation, the sanctions, as well as any other issue related to the implementation of present”.
