Lawyer Tatyana Kozyan explainedwhether they can call a man who did not serve in the army. She stressed that all men from 18 to 60 years of age are subject to mobilization, with the exception of situations expressly provided for by law. Persons who have not completed military service are not included in these exceptions. Such persons constitute the so-called public reserve – people who can be involved in the recruitment of the Armed Forces of Ukraine, as well as other military formations, since they have no age and health restrictions.
This means that citizens are subject to mobilization. However, it is important to understand here that they do not have the right to immediately send to the front.
Those citizens who have not previously completed military service must be sent to the training centers of the Armed Forces of Ukraine without fail. The task of these centers is to provide adequate and complete training. Only after that should there be a departure to military units.
The martial law in Ukraine has imposed its own restrictions on the training periods provided for in training centers for sergeants and privates. Previously, the preparation had to last from 7 to 20 days. The exact number of days depended on the specific specialty.
Recently, the President of Ukraine signed a law “On Amendments to Certain Legislative Acts of Ukraine on Certain Issues Related to Military Service During Martial Law”.
According to it, citizens of Ukraine called up for military service during mobilization for a special period, who have not previously completed military service in the Armed Forces of Ukraine, other military formations, undergo a course of basic combined arms training lasting at least one month.
It also states that military personnel from among those called up for military service during mobilization, for a special period, who have not completed a course of basic combined arms training or do not have combat experience, should not be allowed to participate in hostilities.
The Verkhovna Rada of Ukraine has reduced the list of persons who will be able to receive a deferment from conscription for military service. According to the adopted law No. 9342, men with relatives with disabilities can now be mobilized into the Armed Forces of Ukraine. Recall how this will affect the mobilization.
