Job description

The incumbent is responsible for General Affairs under the authority of the Head of the interregional service. Depending on the objectives and priorities set for him / her, he / she will have to ensure in particular:

– Purchasing management; entering purchase orders; the management of invoices and the monitoring of expenses from the Sirepa application and in connection with the budgetary and financial affairs department (SABF); receipt and follow-up of deliveries (services provided, invoice certifications)
– Budget monitoring (consumption of envelopes and annual framing)
– Market monitoring and relations with suppliers and service providers
– Monitoring of mission closings and monthly travel expense reports (GFD)
– Monitoring of building work and maintenance / servicing of equipment
– Preparing and sending invitations to cohabitants of radioelectric sites
– Monitoring of leaves and absences
– The role of correspondent for social action and preventive medicine
– Checking, registration and monitoring (including invoicing) of training
– Reception and switchboard

The position may have to evolve towards other transversal functions such as the management and organization of amateur radio exam sessions as well as those of radiotelephone operator’s certificates.

Description of the employer

Created by the law regulating telecommunications (n ​​° 96-659 of 07/26/96), the National Frequency Agency (ANFR) is a public administrative establishment attached to the economic and financial ministries, under the supervision of the general management of enterprises. It has around 300 civil servants and public law contractors, working for its six directorates and spread over six regional and inter-regional services, two poles, an international center and branches in COM and DOM. Placed within the Spectrum Control Department, the East interregional service, created on October 1, 2021 with a staff of twenty bi-located agents in Lyon-Saint-André-de-Corcy and Nancy, supports within the perimeter of the regions administrative offices Grand Est, Bourgogne Franche-Comté and Auvergne Rhône-Alpes:
– handling of cases of interference reported by authorized frequency operators and viewers,
– carrying out technical expertise as well as checking the conformity of certain radio installations, within the framework of agreements,
– control of radio stations registered at the Commission des Sites et Servitudes (COMSIS) and frequency assignments notified by the Commission d’Assignation des Frequencies (CAF) in conjunction with the services of the Directorate of Frequency Management ( DGF) of the Agency,
– the control of the use of the radioelectric spectrum, without prejudice to the competences of the administrations and the affected authorities,
– the conformity control of certain radio installations, within the framework of agreements concluded with the administrations or affected authorities,
– market surveillance of terminal and radio equipment,
– the organization of exam sessions to obtain the CRR (restricted certificate of radiotelephone operator on board ships) and the amateur radio certificate.

Required profile

– Category C or contractual official of equivalent level on a 3-year fixed-term contract; external candidate at CAP / BEP level
– Good knowledge of the use of office tools
– Knowledge of accounting software
– Technical knowledge appreciated
– Excellent interpersonal skills and team spirit
– Rigor, dynamism and sense of organization and responsibilities
