The foreign ministers of Hungary, Serbia, Macedonia and Greece may sign a memorandum on the construction of a gas pipeline from Turkey to Austria in the fall, one of the participants in the project told Vedomosti. The meeting is expected to take place in September, a decision is planned on the preparation of a technical and economic justification for the project, confirmed a representative of the Hungarian gas company FGSZ, which will be responsible for the construction of the pipe on the territory of Hungary. The gas pipeline is named “Tesla”, the first meeting of the working group on the project already took place on July 25, a representative of the Ministry of Foreign Affairs of Hungary announced.
The project has now been submitted for consideration by the European Network of Transmission System Operators for Gas (ENTSOG) in order to be given the status of public importance. An ENTSOG representative confirmed this. But the project has not yet achieved the desired status, ENTSOG materials say.
It is planned that the Tesla gas pipeline will be put into operation in 2019. Its capacity will be 27 billion cubic meters, and the length will be 1300-1400 km. The preliminary value 4-5 billion euros.
The final investment decision is planned to be made in the first quarter of 2016, and the start of construction in the first quarter of 2017.
A diversion to Italy can also be built from the territory of Greece, in which case the capacity of the Greek section of the pipe can reach 42 billion cubic meters, i.e. in Italy, Tesla can transport 15 billion cubic meters. A source close to the Greek side of the negotiations confirmed that Athens is interested in extending Turkish Stream to Italy. Earlier, the president of Gazprom, Alexey Miller, spoke about such a possibility.
The investments in “Tesla” for the moment do not include the deviation for Italy, said one of the interlocutors of “Vedomosti”. The Greek section with a capacity of up to 42 billion cubic meters is estimated at 2 billion euros.
It is planned that “Tesla” will receive gas not only from “Turkish Stream”, but also from the TANAP gas pipeline, said a representative of the Hungarian Ministry of Foreign Affairs. “Tesla” will also be able to work in reverse mode.
The project will comply with all the requirements of the Third Energy Package, the status of public importance is necessary for it, not to get an exception from the rules, but to claim financing from the EU funds, one of its participants claims. Without this, it will be impossible to find financing, he is convinced.
The extension of “Turkish Stream” in Europe is possible, the chairman of the board of the Austrian OMV Reiner Seele told “Vedomosti” last week. It is assumed that the final point of “Tesla” will be the Baumgarten hub, owned by OMV, “Vedomosti” also writes.
