Today’s decision of the Plenary Session of the Council of Ministers, where it cancels the decisions for the placement of three General Directors, coming from the private sector, in the e-EFKA is a counter to the tactics of the Government.
The reasoning behind the specific decision, which arose after an appeal to the Council of ADEDY and POSE-EFKA, is extremely detailed and highlights the way the Government tried to go beyond the Constitution in order to serve its own golden boys.
As mentioned, according to article 103 of the Constitution, the filling of organizational positions of the public services and NPDD personnel, in principle, must be done by regular permanent employees, while in other cases it must be determined by the particularity, the special mission and the responsibilities of the position, the selection of personnel from the private sector.
It therefore follows that the only constitutional exception is the process of “appointments” of the elected ND General Managers to e-EFKA, since they could not support what is “special” about these positions for which experienced civil servants were not suitable and had to to bring private individuals or recently “blue-collar” retirees from the public sector to key positions in the Social Security Sector.
