In his statement, Ganjar said that he did not use the Circular of the Minister of Manpower but would stick to Government Regulation 78/2015 concerning Wages.
Before the UMP was determined, Ganjar had already held a meeting with the Wage Council, labor unions, the Indonesian Employers’ Association (Apindo) regarding the increase in the Central Java UMP in 2021.
“We have held meetings with various parties and have listened to input. We have set the Central Java UMP for 2021 at Rp. 1,798,979.12,” said Ganjar at his official residence, Puri Gedeh, Friday (10/30/2020).
Ganjar said the Central Java UMP in 2021 was not in accordance with the Minister of Manpower Circular, which basically said that it did not increase or was the same as the 2020 UMP.
“I need to convey, that this UMP is in accordance with PP 78 of 2015 concerning wages that underlie economic growth and inflation. We are trying to hold on to these two things,” he explained.

According to data from the Central Statistics Agency (BPS), the year of year (yoy) inflation for September in Central Java was 1.42 percent.
Meanwhile, economic growth was recorded at 1.85 percent.
“Thus, there is an increase of 3.27 percent. This figure is what we are considering, so we set the UMP for Central Java in 2021 at IDR 1,798,979.12 or an increase of IDR 56,963.9,” he explained.
This UMP, continued Ganjar, will apply to all districts and cities in Central Java.
Ganjar asked all districts and cities to make UMP guidelines in determining their respective UMK.
“They have until November 21 to compile it (UMK). And this is the sentence, it means yes or no. Experience in Central Java, so far we do not use UMP but UMK,” he explained.

With the increase in the Central Java UMP in 2021, Ganjar said that there are two districts or cities in Central Java that must adjust, namely Banjarnegara and Wonogiri.
“For Banjarnegara Regency, it is required to raise Rp. 50,979.12 and Rp. 1,979.12 for Wonogiri. So, the increase is not too high,” he concluded.
Meanwhile, Head of the Central Java Manpower and Transmigration Office, Sakina Rosellasari said, with the stipulation of the 2021 Central Java UMP, Banjarnegara and Wonogiri had to adjust.

Because, the UMK in the two districts is still below the UMP.
“The UMP is the benchmark for the minimum wage limit in Central Java. The UMK in the two districts in 2020 is indeed lower than the UMP next year, so it has to adjust. UMK for Banjarnegara in 2020 is IDR 1,748,000 and UMK Wonogiri is IDR 1,797,000. “he said.
