In Llodio the independents of Omnia are decisive. This municipalist force has obtained 3 councilors and will be decisive. EH Bildu won the elections with 7 councillors. The PNV-PSE union adds another seven, and the three Omnia councilors will tip the balance.
In Ayala it is the PNV that won the elections and, however, might not govern. The second party was Aiara Batuz, who could govern with the support of EH Bildu. The PNV has lost two councilors in these elections, which Aiara Batuz has precisely won to take second place.
In Kuartango in 2019 there was a tie to 106 votes between PNV and EH Bildu that then broke the PP with its only councilor. Now, in 2023, EH Bildu has won by only 10 votes, but the PP could give the mayoralty with its only councilor back to the PNV, if the promise ‘gratis et amore’ is fulfilled.
In Zigoitia EH Bildu was the force with the most votes, but the vote of the only PP councilor could give the PNV the mayoralty. In 2019 the PNV was also second, and then it governed thanks to the only councilor of the PSE. Now the PSE has not had councillors, but the PP has.
In Ribera Baja the independents have won the elections. And only an agreement between the PNV and PP would remove Amado Martínez de Iturrate from the mayoralty. This City Council was governed during several legislatures by the PSE, until the PNV took over the mayoralty. Today the PSE does not have any councillor.
In Legutio the winner was EH Bildu, but PNV and PSE add up to absolute majoritywith which there could be an electoral turnaround on June 17, if the ‘txapela agreement’ is fulfilled here.
In Arratzua Ubarrundia, municipality of Beatriz Artolazabal, the mayor’s office of the PNV depends on the independents. And it is that here the PNV has lost the absolute majority. In addition, Goazen has broken in as a second force with three councilors. EH Bildu could give the government to the independents at the expense of the PNV.
In Dulantzi not everything is lost for ‘Gari’. The PNV won the elections by just 19 votes, but a possible support from EH Bildu would give the mayoralty back to Dulantzi’s independents.
The game of Rioja Alavesa
In Rioja Alavesa everything is connected. Thus, the PP won in Laguardia and Labastida, and will govern except for an agreement between the PNV and EH Bildu for the jeltzales to govern. But, at the same time, EH Bildu has won in Oion.
And an agreement between PNV, PSE and PP would also give the PNV the mayoralty here. Politics are not watertight compartments. And everything indicates that the PP will keep Laguardia and Labastida in exchange for the PNV taking over Oión.
Trevino’s crowd
Condado de Treviño is a separate case. There are 9 councilors from 5 parties. Treviño Día a Día has won the elections, with the Independent Association in second position. The main parties add up to only 4 of the 9 councillors: 2 PP, 1 PNV and 1 EH Bildu.
