The FTC is given a limited but reasonable amount of time to complete an investigation, to prevent an investigation from dragging on for 20 years, it must remain reasonable. Within this time, the FTC was unable to find sufficient arguments to block the takeover.

The FTC then went to court. This gave them many extra months, but they also ended up with the judge a few months ago.
