From July, all commercial consignments from third countries will be subject to VAT

The Ministry explained that such a procedure was established to protect the European Union (EU) countries market from unfair competition, as currently low-value consignments are imported in huge quantities without paying VAT.

At present, consignments from third countries are subject to VAT if the value of the goods exceeds € 22. However, from 1 July throughout the EU, goods purchased outside the block will be subject to VAT from the first cent.

“If the total value of the goods in the consignment does not exceed 150 euros, only VAT will have to be paid. If the value of the goods in the consignment exceeds 150 euros, VAT and import duty will have to be paid.

For example, the value of the goods will be indicated in the shipping documents by ten euros and the delivery costs by two euros. The consignment will contain goods subject to a standard VAT rate of 21%. When calculating VAT, the value of the goods and the delivery costs indicated in the documents will be taken into account. Consequently, the recipient will have to pay 21% VAT of 12 euros or 2.52 euros.

Customs clearance and VAT will also be required for goods ordered before July 1, but delivered after.

The Ministry of Finance also called for attention to be paid to where the goods will actually be shipped, including when ordering them from Europe, as there are cases when the sender’s central warehouse is located in a third country.
