French President Macron’s Strategy on Sending Troops to Ukraine Creates Strategic Uncertainty: NATO Director

“I believe it is the right strategy. Why? Because he does not say that he will immediately send soldiers to Ukraine, but it creates so-called strategic uncertainty for Russia,” said Jānis Sārts, director of NATO’s Strategic Communication Excellence Center, in an interview on TV24’s program “Dienas personality ar Velta Puriņa”, commenting on the French President’s speech at the end of February Emmanuel Macron’s public statement that sending Western troops to Ukraine should not be ruled out in the future.

“Just like them [Krievija] have always done this through their nuclear rhetoric. Just like something you don’t like: we can use nukes! And in this way try and quite successfully influence the decision-making of some Western countries. But on our side, we have always clearly said – it will be, it won’t be, and we have made the decision-making process relatively easy for Russia,” Sarts commented on Macron’s statements.

Continuing his comment, the director of NATO’s Center of Excellence for Strategic Communication pointed out: “At the moment when we also impose such strategic uncertainty – we can send forces, but we can also not send, and we do not say clearly under what conditions, then for Russia it creates such a – hm, what should I do if I take such a step? And could this not create conditions for NATO to send forces into Ukraine, which would be a big problem for Russia? Therefore, in principle, it is, in my opinion, the right step.”

After French President Macron’s statements, many NATO countries “rushed to explain and tell” that they are not going to do this. And this is more precisely due to internal political considerations, for example in Germany, said Sarts. “In my opinion, Macron’s approach to create strategic uncertainty was correct in principle,” emphasized Sarts in an interview on TV24’s “Dienas personality ar Velta Purina”.

In addition, there is already a “small part of NATO soldiers” in Ukraine on aid missions, but not on the front line, Sarts added. “Some part of these soldiers are there, but they are nowhere near the front line. (…) Russia knows very well what is or is not there in Ukraine. Individual [NATO] military personnel or groups that are there do not have any strategic influence on what is happening on the battlefields of Ukraine,” said Sarts, director of NATO’s Center of Excellence for Strategic Communication.

It has already been announced that French President Emmanuel Macron announced on Monday, February 26, that sending Western troops to Ukraine should not be ruled out in the future.

After Macron’s public statement, NATO Secretary General Jens Stoltenberg told the news agency that NATO does not plan to send troops to Ukraine.

Stoltenberg said that “NATO allies are providing unprecedented support to Ukraine”. “We have been doing this since 2014 and stepped up after a full-scale invasion. However, there are no plans to deploy NATO troops in Ukraine,” Stoltenberg said.
