Freiburg Resident Parking Fees – Latest Updates and Changes

Freiburg (dpa/lsw) – After a sensational ruling, Freiburg is increasing prices for residential parking again, but remains well below previous fee levels. From December 1st, a uniform annual fee of 200 euros will be due, as the city announced on Tuesday. The annual tariff has been 30 euros since June in a kind of transitional solution. The town hall said: “Everyone who has received a resident parking permit for 30 euros and lasting 12 months in the past few weeks can use it until the deadline expires.”

In June, the federal administrative judges in Leipzig overturned the Black Forest metropolis’s fee regulations with comparatively expensive tariffs. Immediately after the verdict, the Breisgau municipality drastically reduced the price of new parking permits and introduced the 30 euro fee. Previously it was an average of around 360 euros per car. The old regulation was staggered according to the length of the vehicles – sometimes citizens had to shell out up to 480 euros a year.

The verdict from Leipzig was also seen as a signal for other municipalities to intensively address the issue of resident parking. The city of Konstanz adapted its regulations. Almost two months ago, the city announced that it would refund parking fees amounting to 170,000 euros to citizens.

The Leipzig court, among other things, classified various discounts contained in the Freiburg regulations at the time as inadmissible for social reasons. “Because a social scale is not legally permitted in the regulation, we have set the fee significantly lower than the originally decided average of 360 euros per year,” explained Mayor Martin Horn (independent). “With the new solution we have significantly less effort.”

In Freiburg, after the verdict, the city received thousands of applications for reimbursement of overpaid fees. Since only 30 euros were charged for resident parking until 2021, Freiburg FDP city councilor Sascha Fiek sued against the significant increase.
