Since spring 2019, the city administration has worked together with the winning offices (K9 Architects from Freiburg, Latz + Partner for open space planning from Kranzberg and StetePlanung from Darmstadt for the transport sector) a detailed master plan, which will be presented to the local council on December 8 for a decision.
Five years after the first test planning, an elaborate competition and an intensive planning in-depth study with the involvement of the public, various reports and specialist offices, the examination of the urban, open-space and traffic-related basic structure of the new district has now come to an end. The master plan itself consists of a set of plans and a comprehensive explanatory report in which the drawn structures and the detailed plans are explained. Among other things, it is the foundation for the land-use planning, the so-called parceling plan for later marketing, and also an important basis for further property and specialist planning.
The master plan includes a structural concept as well as a usage, traffic and open space concept. The focus here is on the development of a barrier-free, well-mixed, urban district with affordable housing, including 50% subsidized rental housing, an environmentally friendly mobility and a climate-neutral energy concept.

The new district is now taking shape and it is becoming more and more visible how people will live in the new district of Dietenbach in the future: urban, green, socially mixed and sustainable. “The master plan was further developed taking into account urban planning, ecological, traffic planning and economic requirements. It fits in with Freiburg and is trend-setting and exemplary in many ways, ”emphasizes project manager Rüdiger Engel.
The basic structure of the district is characterized by three large green ribbons that also structure the new district. The largest open space is created along the converted Dietenbach, plus green and park areas in the Käserbachpark, as well as sports and leisure areas and a forest belt between the districts of Rieselfeld and Dietenbach. These open space bands also take on important urban climatic functions.
In the geographical center of Dietenbach is the central district square, into which all important traffic and visual axes flow. Further quarters are arranged around this central part of the city, which are held together by a boulevard (access ring). For access by public transport, tram line 5 will be extended from the terminus in Rieselfeld along the Bollerstaudenweg to the new Dietenbach district.
In order to create affordable living space, the master plan provides for almost 58 hectares of marketable building land and more than 930,000 m² of floor space for residential, commercial, retail and services. By 2042, almost 6,900 residential units for around 15,000 people can be built. As a result of the necessary optimizations in the public infrastructure, the traffic and open spaces, but in particular through the preservation of an ecologically valuable part of the Langmatten forest of around 2 hectares, the proportion of building land has meanwhile decreased. In order to ensure the profitability of the development measure, a quota of 58 hectares of net building land has been made and some adjustments have recently been made. The master plan now also includes the area of the development plan Untere Hirschmatten and the area of the carrier pigeon breeding club. This also promotes the goal of developing a coherent open space band that, with its sports and leisure facilities, benefits both Dietenbach and Rieselfeld.
In order to secure the quota of 50% subsidized apartments at an early stage, discussions are already underway with the student union, the university clinic and the chamber of crafts. The Studierendenwerk wants to build a student campus with 660 dormitories, the university hospital is planning around 600 staff and trainee apartments. And the Chamber of Crafts would like to create around 50 to 100 dormitory places for trainees in a so-called “craftsmen’s mile” in the first construction phase, in addition to small-scale businesses with an affinity for living. These three building blocks will cover a large part of the urgent need for subsidized housing for young people in training. Around 900 subsidized apartments for around 1,200 – 1,400 people are being built here.
The declared aim of the new district is to reduce car traffic. Dietenbach is to be developed as “low-car” – this applies to both flowing and stationary motor vehicle traffic. That is why the focus of the mobility concept is also on pedestrian and bicycle traffic. In order to conserve space, the residents’ cars are to be parked in district garages, and a reduced parking space key is being applied in the new Dietenbach district. In the traffic-calmed and parking space-free residential streets, only pick-up and delivery areas are provided, which can also be used by craft businesses and care services. Parking spaces in underground garages are provided in the center for customers and employees of the shops and other commercial uses.
The neighborhood garages are to be operated by a municipal company that is responsible for mobility management in the new Dietenbach district. Car sharing, rental cargo bikes, charging points and parcel stations can also be found here.
In order to secure the garden and nature conservation law compensatory measures outside the city area, a cooperation agreement was concluded with the municipality of Bahlingen in August 2020.
The preparatory measures for the development are also progressing. The permit applications for the river development and the intermediate excavation storage facility have been submitted. The interim excavation storage facility is to be set up as early as 2021; the contracts for the laying of the two high-voltage lines and the high-pressure gas line have already been signed.
The competition for the school and sports campus should also be announced in autumn 2021. Competitions are planned for public buildings with neighborhood charisma and high representation, such as the school and sports campus.
The size of the new district makes it necessary to divide it into a total of six construction phases, which are to be developed every two years. The first construction phase lies between the tram terminus, the central square of the Dietenbachaue and the Käserbachpark. It also includes the tram and the cycle path connection via the motorway feeder to the cycle priority route FR1. The development of this first construction phase should ideally begin in 2023, the construction of the first houses will follow at the end of 2025 – it could be completed in 2033. The first construction phase is around 43 hectares and creates space for around 1,600 residential units. The formal public and government participation in the first development plan is planned for autumn 2021.
With regard to the acquisition of land, we have also made great progress and are currently far above expectations: By the deadline of September 30, 2020, the Dietenbach GmbH & Co.KG development project of the Sparkasse Freiburg-Nördlicher Breisgau (EMD) already had 73.7 ha Areas optioned. A formal expropriation procedure has not yet been necessary.
The new district rests on two cornerstones: the master plan and the conceptual specifications for the marketing of the properties. Public participation on the occasion of the development of a marketing concept began last year as part of the residents’ assembly and is currently being continued in various events, including video conferences with randomly selected Freiburg citizens, the so-called dialogue citizens.
The first building in the new district will be an information pavilion made of wood. This pavilion serves as a discussion and exhibition space and provides an insight into sustainable building. It should not only be a point of attraction for future residents of the district, but also for those interested in architecture, planners and tourists. The information pavilion is intended to raise awareness and provide impetus for sustainable building – and to represent on a “small scale” what makes Dietenbach “on a large scale”.
