Freiburg: “Labor market like frozen” – 16,290 men and women in the agency district without work – unemployment rate increases by 0.2 points to 4.3 percent

In May, the number of unemployed in the district of the Freiburg Employment Agency rose again against the seasonal trend. In the city of Freiburg and the districts of Breisgau-Hochschwarzwald and Emmendingen, a total of 16,290 men and women were out of work as of the reporting date, 1,020 people more than a month earlier. The unemployment rate rose by 0.2 points to 4.3 percent. The last time the unemployment rate was higher in 2014 was in May, the absolute number of unemployed in 2006.

“The job market is frozen. Fewer people became unemployed in the current month of crisis than in May 2019. However, because significantly fewer unemployed people take up work or support measures, unemployment has continued to rise, ”said Andreas Finke, CEO of the Freiburg Employment Agency, who stressed that layoffs played no major role in the third month of the crisis.

The development on the training market is also worrying. By the cut-off date, companies had announced around 28 percent fewer apprenticeships for the coming autumn than a year ago. Finke’s appeal to the companies: “Train and report your training position to us!”. Nothing has changed in the long-term trends. Digitization and demography would survive the pandemic and demand everything from companies so that they have the necessary skilled workers in the long term. Companies that have had nothing to do with the training market in recent years would now have a good chance of winning.

“I am cautiously optimistic for the coming months. If introduced and planned loosening are not endangered by the further infection process, the situation in tourism, in the catering trade and in trade could relax, ”says Finke. The situation in the manufacturing sector is more difficult to assess. On the one hand, they are more dependent on how the pandemic develops on the international stage, on the other hand, the long-term deterioration in the economy and the structural crisis in the automotive industry would further burden the labor market.

Short-time work
In the third month of the pandemic, 518 ads for short-time work were received for a total of 6,211 people. This means that the number of people potentially affected by short-time work has increased to 89,316 since the beginning of the crisis.

Training market
Since October 2019, companies and administrations have registered 2,662 training positions. This corresponds to a decrease of 1,048 or 28.2 percent compared to the same period in the previous year. The number of applicants for vocational training positions has also decreased. 3,081 girls and boys have so far registered for vocational counseling for dual training or dual study, 302 or 8.9 percent less than in the previous year.

Dynamics on the job market
In the reporting period from April 15 to May 14, 3,089 people registered as unemployed. In the same period, 2,086 people ended their unemployment. On balance, there were 1,020 more unemployed than in the previous month.

Structure of the unemployed
The number of unemployed among all target groups has increased compared to the previous year. The legal picture shows the following: SGB III: 8,236 unemployed (50.6 percent), SGB II: 8,054 unemployed (49.4 percent).

Labor demand
Labor demand remained at a low level in the month under review. The companies reported only 694 vacancies. This corresponds to a decrease of 615 or 47 percent compared to the same month in the previous year. The largest demand for sectors reported: business-related services (210 jobs), including temporary agency work (78), manufacturing (94), public administration (76), health and social services (71), freelance, scientific and technical services (66 ). In mid-May, the Freiburg Employment Agency received 3,374 jobs.

Development by region
The number of unemployed has risen in all regions of the agency district.

According to districts, the following picture emerges: Freiburg City: 7,487 unemployed (+479), 5.9 percent (+0.3 points), Breisgau-Hochschwarzwald: 5,366 unemployed (+341), 3.6 percent (+0.2) , Emmendingen district: 3,437 unemployed (+200), 3.5 percent (+0.1).

By branch: Emmendingen area: 2,705 unemployed (+151), 3.7 percent (+0.2), Elztal: 732 unemployed (+49), 3.0 percent (+0.1); Markgräflerland: 1,090 unemployed (+88), 3.7 percent (+0.3), Hochschwarzwald: 928 unemployed (+26), 4.0 percent (+0.1); Freiburg city with surrounding area: 10,835 unemployed (+706), 4.8 percent (+0.2).
