Freelancers: Who Report Meager Incomes, Who Make the Biggest Turnovers –

Self-employed professionals continue to show low turnover at the Tax Office despite the implementation of the minimum presumptive income.

The AADE data with the average turnovers declared in this year’s tax returns by 869,542 professionals, self-employed and sole proprietorships reveal that 4 out of 10 professionals declared an average turnover not exceeding 30,000 euros for 2023.

With net profits limited to 1/3 or even ¼ of the turnover, thousands of freelancers reported net poverty incomes or even losses. More than half of the professionals were caught in the trap of presumptions paying increased amounts of tax.

Lawyers, estate agents, taxi drivers, architects and hairdressers reported an average annual turnover of less than €25,000, while only 1 in 10 professionals reported an average annual turnover of over €100,000.

Plumbers, electricians and carpenters showed increased turnover by 25%-30% compared to last year while there are not a few professionals who seem to have taken advantage of the new regime by showing lower gross income compared to previous years.

The list of professionals and average turnover

From the list of AADE with the average turnover that they declared in this year’s tax declarations (income of 2023) 383 professional branches that are subject to the presumptive method of taxation, the following emerges:

  • Taxi operators. The 29,206 taxpayers who operate taxis declared a gross income for 2023 of 18,595 euros on average, up from 16,281 euros in 2022.
  • Lawyers. The average gross income declared by the 35,326 lawyers amounted for 2023 to 23,720 euros against 22,890 euros in 2022.
  • Doctors (activities of practicing special medical professions). The 23,283 doctors declared an average turnover of 44,337 euros for 2023 when for 2022 the average gross income had risen to 46,640 euros.
  • Real estate agents. The 3,723 brokers appear with an average turnover of 15,123 euros in 2023 from 15,733 euros for 2022.
  • Bar. The 28,751 bar owners reported a gross revenue of €43,524 for 2023, significantly up on the average turnover of €37,777 they had shown for 2022.
  • Plumbers. 8,977 natural persons are employed in the sector. The average gross income in 2023 rose to €32,354 from €29,463 in 2022.
  • Carpenters. The 5,394 carpenters declare a gross income of 35,593 euros on average from 32,913 euros they had declared for 2022.
  • Electricians. 8,864 natural persons are active in the sector. The average gross income they declared for 2023 rose to €36,300 from €32,635 in 2022.
  • Architects. The 10,643 architects reported an average gross income of €20,573 out of the €18,765.91 they had shown for 2022.

The biggest turnovers

Comparatively the biggest receipts displayed:

  • 203 taxpayers active in the wholesale trade of tobacco products with an average annual turnover of 1,202,704 euros from 1,295,860 euros for 2022
  • 3,304 in the retail trade of motor fuels with an average annual turnover of 669,782 from 772,275 euros in 2022.
  • 67 in the production of animal feed preparations with average revenues of €476,685 from €484,631 in 2022.
  • 75 in plastic packaging manufacturing with an average gross income of €341,554 from €377,210 for 2022.
  • 7,518 pharmacies with an average turnover of 292,571 euros

The poorest

On the contrary, in the last positions are:

  • 516 taxpayers who are active in the repair and mending of watches and jewelry with an average annual turnover of 5,050 euros
  • 1,549 in financial intermediation organizations with gross revenues of 7,700 euros on average.
