Governor of DKI Jakarta Anies Baswedan free land and building tax rates (PBB) for houses of residents of the capital with a tax object selling value (NJOP) below Rp 2 billion. The renewal of the rules is contained in Governor Regulation No. 23 of 2022 concerning the policy for the determination and payment of Rural and Urban Land and Building Taxes as an Effort for Economic Recovery in 2022.
Apparently, the UN exemption policy for NJOP has existed since the era of DKI Governor Basuki Tjahaja Purnama. The policy underwent changes over time and changes in leadership. Here’s the journey:
1. Joko Widodo (Jokowi)
In 2013, Jokowi provided land and building tax breaks (PBB) to a number of community groups. The policy is contained in the Governor of DKI Jakarta Regulation No. 84 of 2013.
The UN waivers granted are intended for groups of veterans, freedom fighters, former governors and deputy governors as well as former presidents and vice presidents in the form of a 75% discount on PBB. Meanwhile, retired TNI-Polri and retired civil servants or their widows/widowers are given a PBB discount of a maximum of 75% of what should be owed.
2. Basuki Tjahaja Purnama or Ahok
Ahok revised the policies issued by Jokowi in 2015. Through Gubernatorial Regulation No. 259 of 2015, Ahok made the PBB of houses free with NJOP below Rp 1 billion.
In the regulation signed by Ahok on December 31, 2015, it was stated that one of the considerations for this regulation to be issued was in order to ease the burden on individual taxpayers due to the economic slowdown.
The regulation states that tax exemptions include privately owned houses with a NJOP limit as the basis for imposing PBB-P2 of up to Rp. 1 billion, privately owned rusunami for residence and rusunawa owned and rented by the government, which have been divided into units. apartment units with NJOP of up to Rp 1 billion.
The exemption given is 100% of the PBB-P2 that should be owed.
Ahok’s efforts to waive taxes did not stop there. Ahok once intended to free the PBB for the owner of a house with a size of 100 square meters. The trick is to revise the Governor’s Regulation 259 of 2015.
Because there are still a number of problems in the regulation. The DKI Provincial Government at that time found a house in a village, although it was small in size, but the selling value was Rp. 1 billion. Because, the price of land in Jakarta is too expensive.
In fact, he continued, the abolition of the United Nations was intended to help the community. However, when the rules for eliminating PBB for homeowners with a size of 100 square meters are implemented, it means that the provincial government’s income will decrease.
“We will calculate now, so starting in 2017 PAD will definitely decrease. Yes, if you cut the PBB, it will decrease, so in 2017 I started asking for a new version of the budget,” said Ahok in his office, May 26, 2016.
