Jakarta –
Recently, the Head of the DKI Jakarta Transportation Agency or Kadishub, Syafrin Lupito announced that online motorcycle taxis (ojol) are free when crossing electronic or ERP paid routes. The announcement then sparked a number of public reactions, because motorists could buy Gojek-Grab jackets and pretend to be ojol drivers.
Last month, Syafrin Lupito had said that ojol still had to pay when crossing the ERP route. Because, according to him, the green troops are not included in the category of public vehicles with yellow plates.
However, his statement changed a few days ago, when he was “bugged” by ojol drivers at City Hall, Jakarta. At that time, he emphasized that ojol drivers are special public vehicles, so they don’t have to pay when crossing the ERP route.
“According to PM (Regulation of the Minister of Transportation) 12 of 2009, transportation services by the Minister of Transportation become public transportation. Special rental transportation according to PM 118 of 2018 special rental transportation becomes public transportation,” said Syafrin, quoted on Saturday (11/2).
“Therefore, the implementation plan for these two modes (online motorcycle taxis and online taxis) is excluded,” he added.
Syafrin confirmed that his party would withdraw the PL2SE (Electronic Traffic Control) Raperda draft from the DKI Jakarta DPRD. After being withdrawn, his party will review the Raperda that has been drafted by involving online motorcycle taxi representatives.
Other Motorists Can Disguise Wearing Ojol Jackets
Syafrin’s statement that online motorcycle taxis are free when crossing the ERP route raises a number of questions. For example, how do officers recognize and distinguish between Ojol and non-ojol drivers? This is because ordinary motorists can pretend to be ojols by wearing all-green jackets and helmets.
Not only that, Gojek-Grab jackets and helmets are also sold freely in the market at affordable prices. So, motorists who want to be ‘immune’ to ERP, can buy it and wear it every time they want to pass.
A number of detikOto readers also conveyed a number of opinions regarding the free ojol crossing the ERP route. According to them, if this is really enforced, sales of green-green jackets on the roadside and marketplaces will increase dramatically.
“The helmets and ojol jackets sold immediately,” wrote the Joker account, Gitu Loh in the detikOto article entitled ‘Announcement! Kadishub DKI Makes Sure Ojol Won’t Get Erected’.
“Get ready to buy ojol helmets and jackets before they run out,” commented Masterken in the same article.
“Ojol jackets and helmets will sell well in e-commerce,” said Aku Who in the article entitled ‘Ojol is not a public transportation with yellow plates, how can it be ‘immune’ to ERP?’.
It is known, if it is true that online ojek or ojol are exempted from passing through the ERP, then there will be 8 types of vehicles that are free of charge when passing through that route. The following is a summary of the results quoted by detikOto from the Raperda.
- Electric bicycle
- Yellow plate public motor vehicle
- Operational service vehicles for government agencies and TNI/Polri unless/other than those with black plates
- Vehicles of the diplomatic corps of foreign countries
- Ambulance vehicle
- Corpse vehicle
- Firefighting vehicle
- Ojek and online taxis (subject to change).
