Minister of Housing and Settlement Areas (PKP) Maruara Sirait the construction of houses for the people started by the Founder of the Agung Sedayu Group, Sugianto Kusuma, on Friday (2/11/2024). This event was a milestone in the launch of the Joint Cooperation Program to build Homes for the People. The construction site was held in Sukawali Village, Pakuhaji District, Tangerang Regency, Banten.
There will be 250 housing units that can be occupied for free. The housing will be built on 2.5 hectares of land owned by PT Bumi Samboro Sukses, part of which is also owned by Ara. Later the house will be built by the Agung Sedayu Group.
“So part of the land belongs to the Minister (Ara), part to Pak Dino (Bumi Samboro). Because as a minister we give an example of cooperation to each other, “said Ara at the modern place.

Responding to the latest project of the PKP Ministry, Urban Observer, Yayat Supriatna gave a positive response and considered that this was a good step to provide cheap housing to the community.
“This is interesting, Mr. Ara knows that his ministry’s budget is limited. He only has IDR 5 trillion, and the target for housing supply must reach 3 million houses. This is not an easy task, right? So if the target is high with a limited budget, then the concept is “the concept of cooperation,” said Yayat when detikProperti contacted him on Saturday (2/11/2024).
However, he asked the PKP Minister to reaffirm the concept of the Joint Cooperation Program to build Homes for the People. Aguan, as the partner involved in this project, is indeed a great developer. If you want to invite more developers or other parties to realize low-cost housing projects, the Ministry of PKP must prepare compensation or profitable rewards.
“Now, if you learn from the concept applied at IKN, there are incentives. For example, PIK receives compensation in the form of PSN (National Strategic Project), BSD receives compensation in the form of PSN. Can other places or entrepreneurs add later. ? also get incentives to develop their area,” he explained.
“Pak Ara’s job is to translate the concept of cooperation. So it’s not a joint venture, it’s a joint venture,” he said.
Yayat also pointed out the disputed use of land which was said to be used to build people’s houses. He believes that this method is very effective, but you still need to think about financing and the concept of housing.
According to him, one of the factors that houses are becoming more expensive at the moment is that around 40% of the price is determined by the value of the land.
“Forms of use of assets from land should be used in the future. So that’s how the concept of development is. The land development to finance it. That must be clear as well. What kind of compensation?” he said.
He also suggested looking at vertical construction projects such as flats or apartments. The building can still be used if the government has the money and concept to revive it. You can also use government fund buildings that are no longer in use.
“Using the property of the government, the city government, whether it’s offices, anything that is not being used to the best level. Using abandoned apartments and flats, the construction of which has not been completed yet .Also to solve the legal problems in them,” he said.
Regarding the target of free housing residents, Yayat believes that he is right on target because groups such as TNI, teachers, ASN, traders and other MBR people are people who already have permanent jobs and which drives the economy in the area.
According to Yayat, Property Inspector and Director of PT. Global Asset Management, Steve Sudijanto also appreciates this progress and hopes that it can be replicated for future housing projects.
“I think that in the future it can be repeated as a formula and it can be perfected. Maybe for the first pilot project there will definitely be some glitches or shortcomings that need to be achieved, but it’s a good step,” said Steve.
However, he gave a message that the government should focus more on emphasizing that people must live in the houses that are provided for free. This aspect is as important as the rules regarding the time that the future residents can sell the house. Because, a settlement is said to be alive if there are residents, not just a series of empty buildings with all the amenities.
“The government made rules (in addition to) not being able to move, this is important, the words must be lived in because if there are no people it will be wasted,” he said.
Steve also suggested that these houses could adopt sustainable concepts, such as houses with solar panel technology, good cleaning and waste disposal systems, water channels and ponds.
“Use renewable energy. There is also a pond or lake that can be created as protection from floods and as a good environmental resource. That is the Waste Treatment Plan,” he said.
In terms of funding, he also advised the government to provide incentives for low interest rates or tax breaks. Then, people who receive free housing that comes from ASN or TNI organizations can be encouraged to use TASPEN.
For reference, TASPEN is an abbreviation for Civil Servant Savings and Insurance, which is a social insurance program for civil servants (PNS) and State Officials.
“I recommend that retirees must use TASPEN or a credit union to buy a first house and ASN. All pension funds are managed by TASPEN. This must be empowered,” he said.
