Free English courses for Latin American migrant communities in New York: A new alliance between CLACNY and the Mayor’s Office

The second meeting of the city’s Coalition of Latin American Consuls (CLACNY), chaired by Consul Andrés Mejía, was attended by the commissioner for immigrant affairs, Manuel Castro. During the meeting, the representative of the Eric Adams Administration presented programs and initiatives that seek to strengthen the competitive advantages of migrant communities in the face of the demands of the labor market in the world capital.

At the meeting, Commissioner Castro highlighted three essential aspects for the implementation of programs aimed at strengthening and supporting the migrant community in New York. The first focused on facilitating English language learning and improving linguistic accessibility through collaborations with volunteers and non-governmental organizations (NGOs).

At this point, Castro presented the WE SPEAK NYC program, which aims to provide free English language teaching to migrants so that these communities can overcome the daily challenges they face daily. “We want to expand the project so that it is an achievement and extend curricula to the consulates so that they join us and promote the program directly to their communities,” said Commissioner Castro.

Continuing the proposals of the senior official of the Mayor of New York, in the dialogue with the Latin American Consuls, the Commissioner proposed deepening support in terms of legal assistance to migrants. In this sense, the authority has been working on a toll-free telephone line to provide assistance in immigration matters.

The last point, Castro invited the consular missions to jointly identify strategic areas of concentration of migrant communities in the city, with the purpose of strengthening support networks.

Consul Andrés Mejía and his colleagues welcomed the call from the local authority and immediately designed strategies to implement and extend the program to Latin American migrants.

The meeting was attended by consuls and delegates from Chile, El Salvador, Peru, Argentina, the Dominican Republic and Mexico.
