Prime Minister Elisabeth Borne has pledged to halve the deadlines for obtaining an identity card or passport by the summer, during a trip this Friday, April 21 to Buzançais (Indre).
These deadlines, currently an average of 66 days, will be reduced “30 days this summer” et “20 days in the fall” everywhere in France, said the head of government during a press briefing. It is a question, she added, of arriving at “1.8 million appointments per month”, doubling compared to a year ago. Words that she then repeated at the microphone of France-Bleu.

100 million euros to communities
Two levers to achieve this result: “make appointments easier” by connecting all the small towns to the national site for making appointments on the one hand, and by accompanying those who proceed by telephone or by a visit to the town hall on the other hand.
“The objective is that all French people can have an overview of the appointments that are available”explained Elisabeth Borne.
She also expressed her desire to “strengthen the capacity, the number of appointments available”, thanks for example to an extension of opening hours through financial incentives. Some 650 fingerprint collection terminals will also be deployed, “by targeting in particular the 30 departments in which there are currently delays [trop longs, NDLR] or difficulties”.
In total, these measures will represent 100 million euros of support ” persistent “ from the State to the communities, added Elisabeth Borne, wishing ” to reassure “ the mayors on “the fact that they are recruiting agents” for these new appointments.

Exploding demands
This question has been poisoning the executive for many months, which is struggling to answer it. Already, a year ago, the National Agency for Secure Titles (ANTS) announced the deployment of additional resources with the aim of achieving a return to normal in the summer of 2022.
Then in mid-January 2023, the Minister Delegate for Communities Dominique Faure announced the opening of 500 new counters throughout France to allow more town halls to receive applications for titles. Twenty million euros had also been released for the municipalities under the allocation for secure titles.
Since the end of 2021, requests for the creation or renewal of identity documents have experienced an unprecedented increase, caused both by the gradual exit from the Covid 19 pandemic and the catch-up in requests and by the enthusiasm for the new identity card. identity or the fact that valid identity documents are more often required, in particular for travel.
France has thus gone from around 9 million requests in 2019 to more than 12 million in 2022.
