France Travail: New Public Employment Service Replacing Pôle emploi in 2024

Say goodbye to Pôle emploi! Since January 1, 2024, this public service has become France Travail. This change is accompanied by new support arrangements for job seekers. Objective: reduce unemployment to 5% by 2027.

January 1, 2024 marked the start of a gradual transition in the employment sector in France. France Travail will gradually replace Pôle emploi as part of the application of the Full Employment Law.

This development aims to provide a more adapted response to those furthest from employment. France travail will carry out the same missions as Pôle emploi with a few adjustments. Here are the changes that will take place in the coming weeks.

How will the service change?

The reception conditions do not change for those who have already registered with Pôle emploi. They will be able to go to the same premises and will always benefit from the same services.

Access to the personal space will always be from the old site. The procedures will be carried out at the address francetravail.fr from February. From now on, the registration procedures will be the same for all public employment service operators.

An engagement contract for RSA beneficiaries

To achieve the objectives set in the Full Employment Law, new conditions will be adopted. The text plans to impose an employment contract on all RSA beneficiaries.

This contract, completed in agreement with the support person, will determine the intensity of the monitoring with a minimum of 15 hours per week. These hours will be dedicated to activities promoting professional integration.

The employment service will operate as a network organized around France Travail. Institutions such as CAP emploi or local missions will be unified under the same banner.

This collaboration will make it possible to pool files to avoid practical problems for candidates registered in several different services.

A system already deployed in Reunion

The measures of the employment contract have already been tested on the island, as in many French departments. This first attempt aimed to highlight the specificities of the territory in terms of unemployment.

In Reunion, 2,200 Reunion Islanders have experienced this tailor-made monitoring. Advisors have been mobilized to work with job seekers to support them.

The three factors most limiting access to employment on the island are childcare, mobility and qualifications. This data will be studied by the new structure to optimize the deployment of France Travail.

In practice, mobilizing such a system on a large scale represents another difficulty. With 50 job seekers per advisor, France Travail had the resources to carry out the experiment with 2,200 people on the island. But when coaches have to follow 90,000 individuals looking for work, it will be a challenge of a completely different scale.
