France has informed the European Commission that from 1 November 2024 until the end of April 2025 it will restore checks at all its land, air and sea borders with Luxembourg, Belgium, Germany, Switzerland, Spain and Italy.

The reason is threats to the security of the country.

The Commission’s Schengen Borders Code allows EU member states to temporarily restore border controls at internal borders “in the event of a serious threat to public order or internal security”. However, it notes that this measure should only be applied as a last resort and in exceptional situations.

In its explanation to the Commission, France cited “the serious threats to public order and internal security posed by high-level terrorist activities”.

The country also points to a growing presence of criminal networks facilitating illegal migration and smuggling, and “migratory flows where there is a risk of infiltration by radicalized individuals”, as well as “illegal crossing” of borders across the English Channel and the North Sea.

Finally, it states “increasing violence among migrants, particularly in northern coastal areas such as Dunkirk and Calais, leading to tense and dangerous situations involving both migrants and law enforcement”.
