Former Special Prosecutor Park Young-soo Investigated for ‘Daejang-dong 5 Billion Club’ Bribery Charges

Former special prosecutor Park Young-soo is being summoned for investigation by the prosecution regarding the suspicion of his involvement in the ‘Daejang-dong 5 billion club’. The Seoul Central District Prosecutors’ Office’s Anti-Corruption Investigation Division 1 is looking into Park as a suspect in charges such as bribery under the Aggravated Punishment Act for Specific Crimes.

Park arrived for a private appearance at the underground parking lot of the Central District Prosecutor’s Office at around 9:42 am. It is reported that this private attendance was made at Park’s own request.

The former special prosecutor is accused of receiving a promise of 20 billion won worth of land and shopping malls from the ‘Daejang-dong gang’ in exchange for assisting in the formation of a consortium for the Daejang-dong development project and PF loans in 2014, during his tenure as chairman of the board of directors of Woori Bank.

During that time, Woori Bank intended to participate in the Seongnam Courtyard consortium of Daejang-dong but instead submitted a letter of intent for a loan worth 150 billion won, stating its intention to participate in a PF loan.

Prosecutors believe that as Woori Bank decided not to participate in the consortium, the value of the real estate and other items that Park was supposed to receive decreased from 20 billion won to 5 billion won.

It is suspected that Park initially attempted to receive the money directly, but after being appointed as a special prosecutor in November 2016, he opted to receive it in the form of a loan from his daughter.

Prosecutors are expediting the investigation by obtaining statements from Kim Man-bae, a key figure in the recent Daejang-dong case, who claims that Park initially requested real estate.

On the 12th, lawyer Yang Jae-shik, a close aide to Park, who is suspected of discussing and reporting the promise of Daejang-dong to Park, was summoned as a suspect.

After investigating Park today, the prosecution is expected to review the request for an arrest warrant.
