A prosecutor delegated to the Supreme Court of Justice filed an indictment against the former Minister of Transportation, Cecilia Elvira Álvarez – Correa Glen, as allegedly responsible for facilitating the irregular execution of the others 3 and 6 to the ‘Ruta del Sol II’ contract. , which added the Ocaña – Gamarra section to the road project.
The former official would have been unaware of the contractual rules, jurisprudence and a concept of the Consultation Room of the Council of State.
According to the indictment, the former minister did not prevent the National Infrastructure Agency (ANI), an entity attached to the Ministry of Transportation, from making two inappropriate additions that allowed the Ruta del Sol Consortium, of which Odebrecht was a part, to take over the construction of the new route without a contracting process involving several bidders.
Due to the above, the Prosecutor’s Office considers that the former Minister of Transportation would be responsible for the crime of undue interest in the execution of contracts. The accusation hearing will be scheduled on the date set by the Special Trial Chamber of the Supreme Court of Justice.
