Former Minister and Mayor of Tripoli, Brigadier General Ahmed Sami Minkara Passes Away: A Tribute to a Great National and Scholarly Stature

The former minister and former mayor of Tripoli, Brigadier General Ahmed Sami Minkara, passed away.

Representative Faisal Karami mourned him in a tweet on his Twitter account, writing, “Lebanon and Tripoli today lose a great national and scientific stature.”

And he continued, “I lose an old brother and a teacher in loyalty and cleanliness of hand, and he is the one I knew as a friend of my father, President Omar Karami, then we worked together to complete Omar Karami’s march in preserving, protecting and continuing the work of institutions in the most difficult circumstances.”

He concluded, “My condolences and sincere feelings to the honorable Minkara family.”

The Al-Karama Movement mourned the deceased in a statement that said: “With great sorrow, the Al-Karama Movement mourns the former Vice President of the Al-Karama Movement, Minister Brigadier General Dr. Ahmed Sami Minkara, who passed away today, at the age of 83.
The late had a career rich in gifts at various levels, as he had joined the Military College in 1960, and graduated from it with the rank of lieutenant in the Internal Security Forces in 1963 and was the first in his class.

Then Officer Minkara graduated from the Institute of Internal Security Forces and then at the Beirut Police Command. He also served in the Staff of the Administration Division until he assumed the acting Chief of Staff for a year, then he resigned in 1989.

In 1973, he completed a two-year course at the Higher College of Administration in Belgium, then undertook a staff course in France, in addition to a course in planning at the International Higher Institute of Public Administration in Paris.

In addition, Minkara studied law at the Lebanese University and obtained a diploma in public and private law, then he obtained a state doctorate in public finance.

After that, he taught at the Lebanese University and the Islamic University between the years 1989 and 2018, and in 2005 he became president of the Rashid Karami Institute for Higher Education – Al-Madinah University (formerly Al-Manar).

Minkara assumed the presidency of the Municipality of Tripoli and the Federation of Fayhaa Municipalities from 1989 to 1998.

He was also appointed Minister of Tourism in 1990, and later was appointed Minister of Education and Higher Education in the government of Prime Minister Omar Karami in 2004.

He also held the position of Vice President of the Lebanese Red Cross Society between 1990 and 2005, and a consultant and founder of the United Cities Organization since 1990.

And Chairman of the Board of Directors of the Islamic Charitable Hospital in Tripoli.

The late author wrote several books, including: The Role of Public Spending in the Lebanese Economy, The Role of the Security Forces in Social Defense in Lebanon, The Best Management in the Public and Private Sectors.

The Dignity Movement has lost, with the loss of the late, an old brother, friend, mentor and guide, and his fragrant memory will remain the beacon and role model for new generations.
