The so-called ‘master’s officer’ system is a short-term service system created during the Chun Doo-hwan administration and is a type of special military service system. It was a system in which those with a master’s degree would take an exam, receive four months of training as a cadet, and spend two months experiencing barracks as a platoon leader in a front-line unit before being discharged.

He was given the so-called rank insignia six months later and was immediately discharged as an officer, so he was also called ‘Yukgaejang’. It was introduced during the Chun Doo-hwan administration in 1982, and controversy arose over fairness as the sons of former Presidents Chun Doo-hwan and Roh Tae-woo benefited, and it was abolished in 1991. Former Minister Cho enlisted as an officer with a master’s degree in August 1989, and was discharged at the end of his service with the rank of second lieutenant on February 17 of the following year.

Regarding this, former Minister Cho said on Facebook, “If you want to criticize the system itself, question the Jeon-Roh (Chun Doo-hwan and Roh Tae-woo) party, the leaders of the predecessor political party of the National Power Party, which created this system. “They throw it in because it’s urgent,” he said. “Many master’s degree holders completed their military service through this system.” He also emphasized that he was selected through a written test.

Former Minister Cho said, “I feel sorry for the men of my generation who served on active duty due to the short service period of six months, but as Chairman Han Dong-hoon said, it is absurd to say that just because he completed his military service as an officer with a master’s degree has nothing to do with the ‘movement.’” At the same time, he shared an article he wrote when he was editor-in-chief of Seoul Law School’s school magazine and an article in which he was interviewed by the Hankyoreh newspaper after being found guilty of violating the National Security Act.

Former Minister Cho said, “I am neither proud nor ashamed of my activities at the time. “It was an activity that had meaning and limitations,” he said. “And I have respect and apologies for my friends who worked harder than me.”
