Former GERB cadre Anastas Anastasov appointed head of legal directorate in Bulgarian National Assembly: Controversial appointment raises eyebrows

The former constitutional judge – the cadre of GERB and former deputy and deputy speaker of the parliament from its quota – Anastas Anastasov, was appointed head of the legal directorate in the National Assembly.

This was done by order of the chairman Rosen Zhelyazkov (GERB), as of March 1, reports Capital.

The appointment, which happened without a contest because it was “by substitution” (an old practice of avoiding contests, where anything temporary usually becomes permanent), is curious on several levels.

First: it follows the release from the position of Iva Miteva.

Iva Miteva was chairman of two parliaments – the 45th and 46th, and deputy chairman in the 47th. He worked in the National Assembly since 2000, was the head of the legal department before heading the parliament after running in the elections with the list of “There is such a people”. She was released last October with the signature of the Speaker of the Parliament Zhelyazkov with the formal motive of merging the Directorate “Legislative Activity and EU Law”, of which she was the head, into the Directorate “Plenary Sessions, Parliamentary Control and Final Texts”. This is how the Directorate “Legislative Activity, Parliamentary Control and Law of the European Union” was distinguished.

Prolet Mihailova, who replaced Iva Miteva, was recently appointed editor-in-chief of the State Gazette. This has left the post vacant for Anastasov, although apparently it is not a matter of “replacement”.

The second: His nine-year term in the Constitutional Court expired in mid-November 2021. But it turns out that he was subsequently appointed as an associate in the parliamentary committee on internal security (of which he is a former chairman), writes Capital.

And the commission was until recently chaired by… the head of the parliamentary group, Desislava Atanasova, elected in January with a scandal as… a constitutional judge.

Third: The news comes against the background of (non-)coalition disputes over appointments in the state, with the leader of GERB Boyko Borisov wanting to approve even the directors of the territorial units of the institutions for which the ministers are otherwise responsible (for reference, today he gave as an example the change of the head of the National Revenue Agency in Burgas, which was not consulted by the finance ministry with its mayor Dimitar Nikolov).
