The investigation found that part of these funds was embezzled by a top official of the ministry.

They were also required to transfer 7-10% of the contract amount as a “reward”. To minimize the risk of exposure, the participants in the crime resorted to conspiracy: the unlawful benefit, which amounted to $400 thousand in the first tranche, was transferred to the deputy minister’s confidant in Lvov.

Soon after receiving the funds, anti-corruption authorities detained this man and four other participants in the crime, including the deputy minister. They also seized $400,000 in illegal benefits.
